Serco supports the US Navy as a prime for their contract which supports their defense work on Information Operations (N2N6). The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs. You will be part of a small, dedicated team that works closely with the customer and other Serco teams to deliver quality systems.
This Program Analyst will be on a dynamic team, providing management support services to facilitate Warfighting, Manpower and Business transformation initiatives in N2N6. You will provide strategic, operational, and tactical level support regarding current and future Requirements Generation/Capability Development; Programmatic, Budgeting, Cost-Control; and Strategic Governance and Policy initiatives. ACTIVE TS/SCI SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION.
In this role, you will:
- Support in developing recommendations for Navy capability requirements and programming strategies, ensuring synchronization with Navy, Joint, and any other applicable guidance and direction.
- Support the designated Requirements Officer (RO) with all requirements liaison and collaboration activities with other Services, the Joint Staff, and other organizations by reviewing queries, tracking issues and/or concerns, and preparing draft responses in an appropriate format within designated timelines/due dates.
- Draft, conduct reviews, provide analysis, deliver recommended actions, and support staffing of all Joint and Navy initiatives and associated documents (e.g. Initial Capabilities Document (ICD), Capabilities Development Documents (CDD), Capability Production Document (CPD), Joint Operation Concepts (JOC), and Joint Functional Concepts (JFC)) to the designated RO to ensure all documentation meet established requirements and within designated timelines/due dates
- Articulate N2N6 interests and position on warfighting mission and capability analyses and apply findings in support of PPBE-related decisions. Analyze proposed and existing modeling and simulation plans and studies, provide summaries, briefs, and recommended positions to support Program Objective Memorandum (POM) planning.
- Support OPNAV N2N6's role as Resource Sponsor in all PPBE phases.
Qualifications
To be successful in this role, you will have:
- An active TS/SCI clearance.
- A Bachelor's degree (4 years' additional experience substitutes for a bachelor's degree).
- 5+ years of overall experience in Tactical Networks and Communication, Command, and Control (C3) programs, projects, and initiatives such as CANES, Automated Digital Networking System (ADNS), Wideband and Narrowband SATCOM, etc.
- Working knowledge of all of the following financial and IT systems databases: RAPS, PBIS, PBIS-IT, DITPR-DON, and DADMS and the skills to be able to conduct data-mining these and other data sources, both within and external to the DoD.
- Comprehensive level of historical cost / budgeting knowledge of and experience working within and across the entire Tactical Networks and Communication, Command, and Control (C3) portfolio.
- Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.
- Travel may be required up to 10%.
