The Chief Operating Officer (COO) will serve as a principal advisor to the Chief Executive Officer (CEO) for all policy matters involving the operational streamlining and quality improvement of management programs. The incumbent will shape and allocate resources to align with the overall strategic direction of the Corporation for National and Community Service (CNCS).


Basic Job Requirements:

As a basic requirement, your resume must clearly demonstrate progressively responsible leadership experience that validates executive level managerial capabilities in a job or combination of functions directly related to this position. Typically, experience of this nature will have been gained at, or above, the GS-15 level in the Federal service or the NX-01 pay band at CNCS. In addition, you should have a broad range of progressively responsible experience in at least three of the following four responsibilities:

  1. Designing and executing enterprise-wide initiatives and strategies to advance an organization's mission or improve operations;
  2. Spearheading strategic planning, budgeting and forecasting of business needs and decision-making processes;
  3. Translating strategic goals and objectives into tactical business plans, monitoring and measuring progress on key milestones, deliverables, and resource needs;
  4. Developing sustainable relationships with a variety of internal and external stakeholders to drive engagement, influence decision making, or drive business solutions.

The Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (TQs) listed below must be addressed separately as a narrative statement and attached as part of your application package. Do not exceed more than 13 pages total for the ECQs and TQs. Current or former SES Career members and applicants who have completed a SES Candidate Development Program approved by OPM are not required to address the Executive Core Qualifications, but must address the Mandatory Technical Qualifications. Applicants who submit narrative responses that exceed the 13 page limit will be disqualified.


Executive Core Qualifications (ECQs)

ECQ 1: Leading Change

This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.


ECQ 2: Leading People

This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.


ECQ 3: Results Driven

This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.


ECQ 4: Business Acumen

This core qualification involves the ability to manage human, financial, and information resources strategically.


ECQ 5: Building Coalitions

This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.


Mandatory Technical Qualifications (TQs):

TQ 1:

Demonstrated knowledge of, and experience in, leading the design, enhancement, implementation, reporting and oversight of short-range and long-range operational plans and priorities.


TQ 2:

Extensive experience overseeing a staff responsible for a range of functions to include budget, accounting, compliance audits, procurement, information technology, and human resources.


TQ 3:

Demonstrated ability to provide authoritative advice and counsel to senior officials on complex financial, budget, accounting, information technology, auditing, and human capital matters to develop and communicate creative solutions to highly technical and complex operational issues.
