The Unit provides professional services and construction contracting services to the Department. The Unit is also responsible for providing training and all necessary support to construction and consultant industry partners and CDOT contract administrators and staff on contracting processes. About the Position This position provides expertise in the application and utilization of statutory guidance, administrative rules, policies, principles and practices pertaining to the procurement of contracts for professional services (architectural & engineering) projects. The Contract Administrator is responsible for delivery of the professional service contracts including project advertisement, maintenance of the bidding webpages, training of selection panel members on statutory requirements, verification of consultant proposal compliance, and acting on behalf of the Department to respond to protests, award projects and write a variety of consultant contract documents. The Professional Services Contracting Officer also plans, tests and implements new software and executive initiatives; negotiates terms and fee percentages; and contributes to public relations with the consultant community. This position develops rules and procedures as conditions change and new methods of business are initiated. Major duties and responsibilities include, but are not limited to: Provides day to day leadership for professional services contracting activities Directs the advancement of professional service and alternative delivery projects from consultant prequalification, advertisement for consultant services, selection of professional service consultants, contract award, issuance of task order documents and notice to proceed. Conducts special analyses and develops reports as required by management to resolve issues pertaining to the bidding process, fostering competition, and process improvements to improve efficient project delivery. Develops and implements training programs for the consultant selection process Trains panelists on agency, state and federal requirements for panel discussions and on legally permissible considerations in the selection of consultants for professional service contracts; develops guidelines and documentation, and tracks the statewide panelist program. Plans, implements and trains internal and external users on updates to software platforms used in bidding and evaluation including SRM, DocBuilder and Salesforce. Develops and implements QA & QC and Workload Distribution Processes for Contracts and Task Orders; monitors projected volume of work for various unit functions and staff production and error rates. Coordinates with Accounting, Procurement, and The Office of Information Technology to evaluate areas of risk associated with contracting errors and develops or revises processes to address any issues. Plans, implements, trains staff, and internal customers on appropriate contract types and necessary provisions. Serves as a back-up for the other unit including construction and intergovernmental agreements. Other duties as assigned.
