Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce a competitive opportunity to serve as a Program Management Specialist in our Central Office's Federal Programs Management Division. This position is located in Richmond, Virginia.

This position manages tasks required to ensure maximum usage of federal funds. Maintain and update STIP database. Prepare requests for TIP amendments.

Additional responsibilities include but are not limited to:

Strategy Activities: Review potential projects to be included in Annual Strategy. Prepare, maintain, update and communicate to management a strategy to plan obligations to maximize federal spending authority. Manage and monitor maintenance groupings and prioritize reviews of new or changing projects that may impact the obligation plan.

Correspondence and Federal Legislation: Respond to inquiries concerning federal funding and STIP related matters. Research and respond to inquiries from FHWA and department personnel concerning programming of federal funds and project eligibility for federal reimbursement.

STIP and TIP Amendment: Prepare STIP and TIP amendment and modification requests, verifying accuracy of data through iSYP and PCES databases, and programming appropriate federal funding sources. Maintain and update STIP and Groupings databases. Assist with development and preparation of annual reports. Review projects scheduled for advertisement to assure project included in STIP. Review data for CN phase of projects to determine the impact on STIP and TIP and Federal Strategy. Work with districts and FHWA for STIP and TIP amendment approval.

Minimum Qualifications
• Ability to communicate effectively orally and in writing with customers.
• Experience applying statewide, federal planning practices and regulations as they relate to STIP.
• Skill in the use of computer, software systems including Excel and Access databases.
• Ability to manage multiple tasks.
• Knowledge of state highway financing, federal highway financing, federal programs, procedures, rules, and regulations.
• Ability to analyze, research and interpret data.

Additional Considerations
• A combination of training, experience, or education in Business Administration, Project Management, Accounting, Fiscal Management, or related field.
• Demonstrated ability to analyze and interpret financial data in compliance with federal and state laws, regulations, policies, and procedures.
• Ability to perform in-depth, multi-system detailed research and reconciliations and maintain documents that are accurate, complete, and auditable.
• Project tracking and management experience with the ability to manage complex, multi-funded, multi-phase projects.
• Ability to work in a time-sensitive, deadline-oriented environment with demonstrated ability to manage, organize, and prioritize tasks.
• Proficient skill in the use of computers, databases, and software applications to include Microsoft Office products.
• Strong communication skills with the ability to work in both an independent and team environment.
• Demonstrated skill providing support to various levels of an organization, both internally and externally
• Self-starter with ability to follow guidance and written processes.
• Experience with regulatory or financial reporting.
• Experience developing training material and providing training to various audiences.
• Knowledge of VDOT programs, policies, project programming and scheduling activities.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief.
