Job Description
The Program Manager, Government Programs is responsible for managing key strategic development programs. This position has the unique responsibility of developing, aligning, and deploying new digital technologies to key stakeholders. The Program Manager's portfolio may include projects such as US Government pilot projects (ITAR sensitive), key strategic commercial projects, and digital strategy key focus areas such as modernizing classification. The digital program portfolio of projects in partnership with key stakeholders by defining the end-state that maximizes internal/external customer value and supports the product/service development and execution.

The Program Manager, Government Programs is responsible for managing key strategic development programs. The digital program portfolio of projects in partnership with key stakeholders by defining the end-state that maximizes internal/external customer value and supports the product/service development and execution.
What You Will Do:
- Manages the digital program portfolio by collaborating with key project stakeholders (e.g., GET, Survey, IMS, Global Business Development, Global Offshore, Advanced Solutions, and CDO Office), including external Clients. Building business cases, identifying value propositions, and ensuring delivery to well-defined scope, schedule, and financial targets. Assessment of the strategic fit of the digital programs to define the broader endgame.
- Leads initiatives with external clients to ensure program success by focusing on the foundational elements for future scalability.
- Evaluates program constraints (risk, schedule, costs) and solicits client feedback to make strategic decisions related to program execution and resource allocation in-line with organization objectives.
- Drives the digital strategy to modernize classification services by capturing internal efficiencies and new revenue opportunities based on incremental internal/external customer value.
- Responsible for strategic, creative, and technical skills to understand how innovation and digital capabilities can transform the ABS business. Identifies and validates new service/product models that leverage digital technology.
- Establishes working groups to understand and document key product opportunities, digital class requirements, and use cases supporting the development of internal systems and other digital products/services.
- Enhances collaboration and transparency between the cross-functional project teams.
- Communicates achievements, challenges, and measurement of enterprise digital progress to the Executive Leadership team and other internal stakeholders through regular reporting and metrics.
- Supports in cultivating and championing transformative change within ABS through internal communications, coaching, and mentoring.
- Provides thought leadership in digital transformation by publishing articles and participating in industry events and panel discussions.
- Supports the management of the Market Core Process for Product Development, and supports another enterprise Market Facing, Enabling, and Enterprise Core Processes as needed.
What You Will Need:
Education and Experience
- Requires a bachelor's degree in engineering.
- A master's degree in engineering is preferred.
- At least ten (10) years of industry experience with a significant understanding of the ABS business model and demonstrated experience in managing cross-functional projects preferred.
Knowledge, Skills, and Abilities
- Ability to multitask and manage a portfolio of cross-functional programs and projects - work prioritization, planning, collaboration, and management.
- Proven track record of taking ownership and driving results. Demonstrated leadership with the ability to effectively lead and work with a variety of organizations, management levels, cultures, and personalities.
- Realization of financial aspects of approved business plans and budgets pertaining to the program.
- Strategic and analytical thinker with the ability to investigate the details and interpret the impact of key business drivers. Superior problem-solving and decision-making skills.
- Excellent business judgment, including the ability to assess the reasonableness and likelihood of success of various business scenarios.
- Strong commitment to ethical business practices, in full accordance with ABS Operating Principles and Mission as well as corporate policies.
- Excellent communication skills, both written and verbal, and the ability to speak well in a group and/or client-facing environments. English language fluency to conduct detailed business and technical communication at a professional level.
- Ability to develop a working knowledge of ABS Rules, Guides, statutory regulations, and related instructions, as well as the ABS Employee Safety Policy.
