Position Description
TMG's Civil Project Manager/Estimator is responsible for driving and coordinating the effective delivery of construction projects that have a predominant civil oriented scope that meets the required outcomes for clients and key stakeholders, ensuring timely completion and managing within budget. The Civil Project Manager / Estimator is responsible for working with TMG Business Development, TMG internal Business Units, and others to identify new business opportunities, leading the pursuit of these opportunities, preparing cost proposals and submissions, and contributing to the development, growth, and expansion of TMG's civil portfolio of clients and projects. Projects will typically be between $1M - $3M in contract value. The Civil Project Manager/Estimator accomplishes work with a combination of self-performed and subcontract work utilizing a detailed understanding of the means and methods associated with earthwork, grading, storm water, utilities, and site finishes.

The Civil Project Manager / Estimator is responsible for working with TMG Business Development, TMG internal Business Units, and others to identify new business opportunities, leading the pursuit of these opportunities, preparing cost proposals and submissions, and contributing to the development, growth, and expansion of TMG's civil portfolio of clients and projects. Projects will typically be between $1M - $3M in contract value. The Civil Project Manager/Estimator accomplishes work with a combination of self-performed and subcontract work utilizing a detailed understanding of the means and methods associated with earthwork, grading, storm water, utilities, and site finishes.
Responsibilities
- Integral role in the growth and development of TMG Civil to become a $10M highly profitable annual revenue Business Unit by "x" date, hiring and developing office and field staff;
- Manage the construction workflow process starting in the project origination phase, to include: estimating, negotiation, contracting, buyout, construction administration, financial management, and closeout of civil oriented projects;
- Provide detailed cost estimating based on a means and methods approach to the civil component of the work performed to include clearing, demolition, E&S controls, cut-n-fill, grading, backfill, the installation of site utility structures and piping, gravel, lawns, incidental paving, and other related activities.
- Creates a historic data base of productivity rates to be used for bidding and monitoring new work;
- Work with TMG estimating when appropriate to scope, outsource, bid, negotiate, and subcontract other aspects of work that are required to provide turnkey projects;
- Work with TMG CFO to maintain TMG's equipment inventory to include the financial management of owning, storing, maintaining, acquiring, and disposing of equipment to achieve operational and cost-effective results;
- Work with TMG field to track and effectively utilize man power to result in a labor performance factor in which the overall operations of TMG Civil is performed at 85% of the bid labor dollars;
- Actively network with the trucking, equipment, and supply community to broker dirt and other commodities to cost effectively acquire and sell services that are needed to perform the work that TMG performs;
- Create and develops critical path project schedules to establish a baseline schedule that includes buy-in by all relevant stakeholder using either Primavera P6 or MS Project scheduling software;
- Drive project performance to include updating project schedules and the ongoing identification of impacts caused by changes to the critical path to justify time extensions when needed;
- On a weekly basis, reviews the productivity, effectiveness, quality, and profitability of projects and make adjustments as required;
- Determines and implements the appropriate level of project control (i.e.: submittal logs, production controls, etc.);
- Work closely with TMG accounting to maintain production and, costs controls that include:
- Maintenance
- Depreciation
- Productivity rates for labor and Equipment
- Ensure that all projects are run in accordance with TMG's Management and Project Administration and Procedures including project initiation, fee proposals and acceptance, project administration, document control, invoicing and project reviews and assessments;
- Ensure that all aspects of the project are compliant with all contract terms and legal requirements that govern the project and the community in which the project(s) takes place;
- Create and follow up on monthly requisitions to the Owner and manage all vendor payments to ensure all financial obligations for all stakeholders are met in a timely and consistent with contract terms;
- Document substantial completion; manage the project closeout process to ensure timely completion;
- Acquire and manage all building permits and other regulatory prerequisites (when required);
- Lead the development and growth of the Civil Engineering business portfolio, by having the ability to build, maintain, and enhance professional relationships with current and potential business partners, clients, and other relevant stakeholders and allied professionals;
- Build, maintain, and continue to develop appropriate professional relationships and networks within the industry to ensure TMG retrains a high level of respect and regard;
- Identifies new business opportunities and leads the pursuit of these opportunities;
- Ensure TMG's professional standards are maintained and company objectives in relation to budget targets, service quality, company reputation, OSHA, and environmental standards are met and take responsibility for compliance with external and internal standards;
- Visits project work sites, to assure safety, quality, and cleanliness and to manage the overall contracted scope of work;
- Provide leadership, direction, mentoring, and training to the team to ensure effective engagement and use of skills, competencies, and expertise to drive operational efficiencies and quality;
- Participate in industry networking functions;
- Seek out and regularly participate in learning opportunities and professional development.
Minimum Qualifications
- S. degree in civil engineering or construction management with a minimum of 8-10 years of experience with a civil commercial and/or industrial general contractor or 15+ years of directly related experience with no degree, (Professional Engineer (PE) highly desirable, but not required);
- Demonstrated experience estimating and managing subcontracted work and civil self-performed work activities;
- Knowledge of engineering design, contractor management, and contract administration with the ability to identify/develop alternative design options that present more cost effective and innovative solutions;
- Understands and analyses soil borings, deep excavation and shoring methods, dewatering systems;
- A commitment to high quality product and service delivery, with a critical eye for detail;
- Exceptional customer service and client communication skills with a professional approach to maintaining relationships;
- Highly flexible with the ability to work independently or within a team environment;
- Effective negotiation skills and the ability to manage priorities in a changing environment;
- Proficiency with spreadsheets, email, and other software used in the construction industry;
- A commitment to ongoing professional development (both personally and for the team);
- Current safety credentials to include OSHA 30, First Aid/CPR/AED; and
- Current CQC certification issued by USACE / NAVFAC.
- Maintain VA LDA certification. Maintains other state certifications as required for work locations
