The Budget Analyst supports the Office of Global Women's Issues (S/GWI) by developing and monitoring budgets, analyzing expenditures, preparing financial reports, and providing administrative and financial support. This role collaborates with the Deputy Directors, Administrative Officer, and Financial Management Analyst to ensure the effective use of resources and compliance with federal financial regulations.
Compensation & Benefits:
Estimated Starting Salary Range for Budget Analyst: $99,200.00
Pay commensurate with experience.
Full-time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Budget Analyst Responsibilities Include:
- Assists the Deputy Directors to develop and track the S/GWI's operating budget which includes coordinating with various teams to understand their needs, and provides feedback to inform the budget resource process, including the Congressional Budget Justification and Budget Resource Request to be approved by the Front Office.
- Provides technical advice and recommendations to the Deputy Director and Financial Management Analyst regarding the expenditure of funds from various funding accounts, including foreign assistance, and transfers from other bureaus in support of S/GWI programs.
- Prepares presentations and briefing materials for monthly, and quarterly briefings for the Ambassador at-Large and Front Office Principals.
- Monitors and reviews obligation and expenditure of S/GWI funds in close coordination with S/ES-EX; develops spreadsheets for internal tracking and reconciliation; provides regular and ad-hoc analysis of trends in S/GWI annual funding, including but not limited to the use of travel, training, and contract funds.
- Recommends adjustments to projected expenditures in response to changes in programs and staffing.
- Tracks operational plan allocations against prior and current year spending and ensure appropriate documentation.
- Assists in the preparation and collection of documentation for review and perform aspects of any fiscal year end closeout functions deemed necessary; maintains various financial reports extracted for ad hoc reconciliation; performs comparative research on funding accounts that may be overstated or understated, in preparation for year-end closing of the funding account.
- Works with financial management analyst to attain knowledge of all the applications and systems used for financial management; collects documentation and determine the necessary steps to close out expiring and/or expired actions.
- Works with financial management to draft internal correspondence with instructions to office management so they understand correct procedures for requesting funds.
- Assists the Administrative Officer with onboarding/offboarding of staff, including coordination with IT staff to obtain computer, network access; engaging with building security staff for entry and badge access; printing welcome information for all incoming
- Supports a full range of administrative and financial specialist support functions, including monitoring the annual budget, and receiving, reviewing, and processing requests for supplies, equipment, furniture, office services and procurement.
- Applies internal control measures to protect organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material; reports instances of security violations/problems to appropriate supervisory/management official; and assumes full responsibility for safeguarding all classified and sensitive (but unclassified) material and equipment in assignment area(s).
- Organizes and participates in meetings, trainings, and/or conference events.

Budget Analyst Experience, Education, Skills, Abilities requested:
Preferred Qualifications:
- Associate's degree in accounting or financial management with relevant experience will be considered
- 4 years of working experience required
Required Skills:
- Detail-oriented with strong interpersonal, communication, and customer service abilities.
- Excellent multitasking and organizational skills to manage competing priorities.
- Proficient in financial documents, federal financial regulations, and accounting principles.
- Advanced Microsoft Excel skills, experience with Microsoft Office, and financial software proficiency.
- Strong IT skills and adaptability to evolving databases and software.
Responsibilities:
- Collaborate with the Deputy Officer Director, Administrative Officer, and Financial Management Analyst/Contracting Officer Representative as needed.
- Track and monitor payments using various methods, including complex Excel spreadsheets.
- Assist with year-end closing and report certification, particularly in September.
- Draft written reports, policies, guidance, and recommendations for staff and management.
