*THIS POSITION IS EXEMPT FROM VETERAN'S PREFERENCE* ECONOMIC DEVELOPMENT MANAGER: Under general supervision, performs professional, managerial, and technical functions in business development, serving as the primary point of contact for new and expanding businesses in Indian River County. Acts as a business liaison with both internal departments and external regulatory agencies as needed, facilitating seamless interactions and support for economic development initiatives. Responsible for responding to inquiries related to economic development projects and activities, and for coordinating with local resource partners to address the needs of the business community effectively. Manages various economic development incentives and plays an active role in developing new incentives to support business growth. This role requires exceptional customer service skills, sound independent judgment, and proactive initiative in carrying out responsibilities. Reports to the Department Director or their designee.
Essential Job Duties
Economic Development related functions to include serving as the first point-of-contact for new and expanding businesses. Serve as a business liaison to internal departments and external regulatory agencies as required. Respond to inquiries as it relates to economic development projects and activities, to include project leads from the Indian River Chamber of Commerce or the State. Prepare data analyses, market research and program best practices as needed. Responsible for monitoring compliance with annual reporting requirements as it relates to incentive programs i.e., Ad Valorem Tax Abatement Program and Jobs Grant Program. Supervises the processing of applications and implementation of programs. Responsible for creating program guidelines, applications, and policies related to economic development incentives. Manages the Economic Development Strategic Action Plan and oversees the implementation of goals and objectives. Conduct business retention site visits and/or calls. Participate in ribbon cutting and grand opening ceremonies for new and expanding businesses, as appropriate. Coordination with local resource partners to meet the needs of the local business community, such as local economic development practitioners, workforce development, financial and lending institutions, educational and technical institutions, chambers of commerce, community stakeholders, realtors/brokers, and various private and not-for-profit entities. Provides staff support to the Economic Development Council and other committees and boards as needed. May be tasked with coordinating and/or making oral presentation to organizations, businesses, homeowners association, and other groups as appropriate related to economic development updates, programs, and initiatives. Performs administrative duties and compiles data for special projects or reports, as assigned, ensuring completion by specified deadlines and in accordance with outlined goals and objectives as assigned by the Department Director. Perform special projects as they develop and are assigned Typical Requirements
Education/Experience:
A master's degree from an accredited college in business or public administration or related field plus five (5) years of experience to include economic development, planning, business development or closely related field or an equivalent combination of experience and education. Proficient in the use of Microsoft Office Suite required. Must possess a valid Florida's Driver's License and have and maintain an acceptable driving record.
Licenses, Certifications, or Registrations:
Proficient in the use of Microsoft Office Suite required. CEcD Certification preferred.
Knowledge, Abilities, and Skills:
Knowledge of principles and practices of economic development programs, businesses incentives and state economic development programs and incentives.
Ability to exercise sound judgement and make decisions.
Ability to establish and maintain cooperative relationships with business owners, developers, the general public, and public officials.
Interpret, explain, and administer departmental and County policies and procedures.
Ability to research documents and draw conclusions.
Experience with municipal budget review, preparation, and analysis.
Ability to handle correspondence and other administrative details.
Considerable tact and courtesy required in frequent contact with developers, businesses, County staff, constitutionals, elected officials, and general public.
Ability to express oneself clearly, tactfully and concisely, orally, and in writing.
Ability to speak effectively in public.

Work is performed primarily inside an office environment, with occasional site visits.
