December 31, 2023 POSITION SUMMARY Under the direction of the Property Supervisor, the Community Manager II is responsible for the overall operation of the property, and the day-to-day implementation of policies, procedures, and programs that assure a well-managed and maintained community within established management operating and fiscal policies, ensuring compliance with all regulatory agencies and investors. Responsibilities include developing a supportive environment for all residents, assuring sound fiscal management, maintaining an acceptable occupancy level, ensuring buildings and grounds are clean and well-maintained, managing onsite staff and their duties, interacting with and supervising vendors, and if applicable, working with a Board of Directors. The Community Manager must relate well to people, exercise good judgment and discretion in dealing with residents, visitors, vendors, and staff. The Community Manager is required to provide leadership in developing a community and in directing the staff. The Community Manager is expected to facilitate a staff that functions as a team and is cooperative with each other, the residents, Resident Service Coordinator/Agencies, and visitors to the property. The Community Manager directly supervises one or more employees in accordance with Eden Housing’s policies and applicable laws. Community Managers who live on-site will be responsible for performing all duties and responsibilities listed in the attached Night Manager job description, which includes responding to all after-hours emergencies or building problems that arise. ESSENTIAL DUTIES AND RESPONSIBILITIES Physical Asset and Maintenance/Janitorial Management Supervises maintenance and janitorial staff, including any contract or temporary personnel working at the property. Supervises all vendors, contractors, and providers of service to the property, ensuring completion and quality of product provided. Establishes a schedule for personnel to be available for emergency maintenance. Supervises or performs the scheduling of routine maintenance and janitorial work and completes regular follow-up inspections. Ensures completion of required preventative maintenance checklists by maintenance personnel. Performs continual informal inspections of the property to ensure proper maintenance and safety. Inspects exterior and interior common areas of the property monthly using an approved checklist. Performs inspections of units and follows up with maintenance chargebacks to residents. Ensures all vacant apartment turnover procedures are followed. Reviews completed and outstanding work orders on a daily basis. In conjunction with the facilities assistant, prepares a list of capital replacements required or anticipated. Prepares inventory of building contents, tools, and equipment annually. Bids out and selects contract services, negotiates vendor service agreements, and monitors vendor performance. Ensures adherence to all applicable municipal and fire codes. Prepares written recommendations for physical repairs and/or replacements to the Property Supervisor. Ensures completed quarterly safety inspections for the properties. Ensures adherence to all maintenance requirements of Eden Housing. Marketing and Leasing Maintains full occupancy. Markets units by preparing advertising and marketing programs in compliance with regulations. Assigns units according to policy and procedures. Reviews all completed rental applications and leases for accuracy. Supervises all staff in the turnover of vacant rental units. Conducts applicant interviews and verifies potential resident income. Walks vacant apartments to ensure they are clean and ready to show. Walks the entire property daily to ensure good condition. Supervises move-in and move-out procedures. Conducts marketing and public relations tours. Prepares regular market surveys as requested. Prepares weekly and monthly reports. Resident Management Attends and participates in activities, meetings, and inspections as required. Promotes harmonious relations among residents, staff, and vendors. Maintains congenial relationships with all residents. Ensures timely response to resident requests or complaints. Receives work order repair requests and schedules repairs. Manages resident evictions in compliance with legal counsel. Convenes and chairs resident meetings. Coordinates with Resident Services to assist residents. Provides resident comment and evaluation forms annually. Develops and provides support to resident organizations. Represents the property to local social service agencies. Financial Reporting and Control Ensures successful day-to-day financial management of the property. Collects rents and ensures accurate processing in the accounting system. Reviews delinquent accounts and determines necessary actions. Compares lease information with monthly rent roll. Reviews the property’s monthly income and expense statement. Provides initial draft of the annual site budget. Maintains compliance within the budget. Prepares weekly Vacancy and Delinquency Reports. Completes a Monthly Budget Variance Report. Reports any incidents that could become an insurance claim. Regulatory Requirements Supervises resident files at move-in and recertification. Processes and maintains all resident documents and forms. Ensures compliance with regulatory requirements. Administration Manages the day-to-day administration of the property office. Adheres to Eden Housing performance standards. Ensures consistent application of property rules and regulations. Ensures proper maintenance and storage of property files and records. Collects and reports statistical data as requested. Responds to emergencies promptly. Posts required licenses and permits. Attends trade association meetings and seminars. Communicates problems and resolves them. Personnel Management Interviews, hires, trains, and evaluates staff. Conducts staff evaluations and recommends promotions. Determines appropriate personnel needed for maintenance jobs. Interacts with Resident Services staff. Reviews and submits employee timesheets. Ensures staff development and training. Completes Workers Compensation reports. Ensures staff adheres to fair housing laws. Develops good staff working relationships. Housing Program Ensures the housing program is maintained as directed. Other Community Management Tasks Provides direct assistance during after-hours emergencies. Schedules and supervises fire alarm inspections. Conducts monthly staff meetings. Performs other assigned tasks. SUPERVISORY RESPONSIBILITIES Directly supervises employees in accordance with policies and laws. EDUCATION and/or EXPERIENCE One year experience in affordable housing management or relevant property management experience. PREFERRED SKILLS and/or ABILITIES Willingness to learn and troubleshoot maintenance issues. Positive attitude and strong communication skills. Knowledge of Word and Excel; Yardi software knowledge is a plus. Ability to manage multiple projects in a fast-paced environment. Second language skill is a plus. CERTIFICATES, LICENSES, REGISTRATIONS ARM certification preferred. Experience with HUD and/or CTCAC properties preferred. LANGUAGE, MATH & REASONING SKILLS Ability to read, comprehend, and present information effectively.
