POSITION SUMMARY: Develops pertinent background research, which contributes to a greater understanding of conditions, issues and trends impacting on a wide range of programs/projects, subjects and topics. Drafts background papers. Prepares preliminary outlines of projects to determine appropriate methodology, which may involve developing an historical perspective; identifying prevailing social and economic conditions, outlining legislative consideration; regulatory impact; international involvement in issues; and future trends and implications. Performs research and analysis. Documents and establishes files on all statistical analyses performed. Prepares data for use in summaries and fact sheets. JOB RESPONSIBILITIES: Develops information sources. Reads, analyses, and evaluates data and literature. Prepares preliminary outlines of projects to determine appropriate methodology. Analyzes data developed and prepares written interpretations. Verifies references and checks facts of committee/expert panel reports. Performs research and analysis, analyzing and organizing technical data and reports and compiling summaries of information. May perform basic statistical research and analysis. Manages databases to track articles. Manages/maintains bibliographic and analytical databases. Documents and establishes files on all statistical analyses performed indicating methodology, variations in manipulation of data and resource material used. Writes technical papers or summaries. Abstracts information from scientific studies to create tables for committee/expert panel review or use in reports. Drafts, summarizes, and edits findings and provides feedback to the reviewers. Participates in selecting literatures for committee/expert panel members to receive through mailings, brief books, and committee/expert panel meetings. Prepares the report for review and assists with review response. Creates bibliographies, graphics, and tables for reports. OTHER: Serves as a mentor and/or resource to employees. May be responsible for training and supervising junior staff. JOB REQUIREMENTS: EDUCATION: Minimum education of a Master's degree, preferably PhD Degree. EXPERIENCE: At least five years of related professional experience preferred. Experience of leading and/or coordinating a team. Experience working in complex environments with a high degree of organizational effectiveness. KNOWLEDGE AND SKILLS: Ability to solve intellectual problems of appreciable variety and complexity using originality and ingenuity. Ability to develop relationships with co-workers and employees in other divisions/departments/institutions through effective communication. Excellent written and oral skills with a proven ability to interact with all levels of employees. Computer literacy with Microsoft programs (Word, Excel, Access etc.) and Endnote.
