This position is located in the USDA- Office of the Chief Financial Officer, Associate Chief Financial Officer for Financial Systems.
The incumbent provides managers and directors across OCFO with expert knowledge for making decisions on the programmatic aspects of agency operations and management. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade:
GS-14:
Must have held a GS-13 position or equivalent for at least one year.
Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Specialized Experience:
GS-14:
One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as a Program Analyst. Such experience includes: Advising agency personnel and leadership with information for decision-making regarding the administrative and programmatic aspects of agency procurement operations and management; Evaluating programs, developing solutions to problems, formulating input and recommendations; Providing comprehensive recommendations on the need, operational feasibility, organizational structure, budget priorities, resource and operation constraints; Coordinating and/or administering all contract phases from inception to completion including analyzing program requirements; Monitoring contract costs, schedules, and performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
