Accounting Specialist at City of Caldwell in Caldwell, Idaho, United States Job Description Description Individual performs and maintains a variety of technical general accounting duties in support of assisting the City's Police department. Maintains detailed accounting, auditing, and financial recording procedures to ensure the city's financial records are accurate and comply with established rules and procedures; assistance with oversight for payroll, accounts payable purchasing and budget; performs related work as required.The principal function of an employee in this class is to perform and maintain detailed accounting, accounts payables, purchasing and budgeting for the Caldwell Police Department. The work is performed under the general direction of the Finance Director with considerable leeway granted for the exercise of independent judgment, initiative and decision-making. Guidance and direction are given to the city's police employees who are involved with payroll, payable accounts, data entry, and budgeting. This individual must keep the finance director and treasurer informed of decision making and financial accounting activities on a regular basis. An employee in this class must possess strong accounting skills, as normally obtained with an educational degree in Accounting, with the ability to perform detailed analysis of financial operations. Due to the nature of the work involved, this position must maintain an effective working relationship with city directors, officials, administrative assistants, business owners, vendors, financial institutions, government agencies, and the general public. The principal duties of this class are performed in a general office environment Responsibilities Accounts Payable:Prepares invoices for payment, determines appropriate management approval needed and accurately enters invoices into the City's financial system. Submits invoices for payment. Helps to reconcile department purchasing cards monthly statements; Purchasing:Works with the purchasing specialist to help Police Department submit purchase orders and order items according to purchasing policy; reviews purchasing documents for approval and accuracy, monitors balances and works with purchasing department to file change orders if necessary; Ensures purchases adhere to all applicable city, state and federal policies. Payroll:Upkeep up time tracking in UKG in relations to schedule, workflows and data entry. Assist Police Department with payroll submission Budget: Assists with preparation of the annual budget including gathering all data, analyzing results, working with Police Department, and presenting information finance director. Assists in recording JEs to general ledger; Assists in creating policies and procedures to efficiently account for various accounting transactions. Provides other financial support and assists with special projects as needed. Grant oversight: Assist in ensuring grants are accurate and following grant guidelines. Review and oversight of grant setup, cost tracking, and close out. Assist with projects such as BJAG or any additional grants the city might have. Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Attends approved meetings, conferences, workshops, and training sessions, and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in assigned work areas; Responds to citizens' questions and comments in a courteous and timely manner; Communicates and coordinates with others to maximize the effectiveness and efficiency of interdepartmental operations and activities to help keep a positive work environment; Respects the opinion of others and maintains a positive and professional working relationship with employees, supervisors, and others; Accepts and performs, in a timely and effective manner, changes in work assignments and/or how work is performed.
