The Organization
North Los Angeles County Regional Center “NLACRC” is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school age children, transition-age youth, to adults and aging adults.
Supervision
Receives general supervision from the head of the Human Resources department (as of Oct. 2024, that designee is the Human Resources Director).
Job Summary
The Recruiting Manager provides managerial leadership, support, advocacy and vision to NLACRC recruiters and HR support staff who provide recruiting support to hiring managers across the agency’s three office locations. This position will work closely with recruiters to manage sourcing, interviewing and employment processes. This position will manage NLACRC recruitment to ensure the agency hires qualified employees to meet its current and future position needs.
Supervisory Essential Duties:
- Recruits, interviews, hires, and trains staff within and for the HR Recruiting team.
- Oversees the daily workflow of the HR Recruiting team.
- Provides constructive and timely performance evaluations for direct reports.
- Handles discipline and termination of employee direct reports in accordance with agency policies.
Other Essential Duties (in addition to those listed above):
- Update current and design new recruiting procedures (e.g. job application and onboarding processes)
- Supervise the recruiting team and report on its performance
- Track recruiting metrics / KPIs (e.g. time-to-hire, cost-per-hire, recruiter yield)
- Review and assess current sourcing methods for hiring effectiveness
- Implement new sourcing methods (e.g. social recruiting and Boolean searches)
- Review recruitment software and suggest the best option for company needs
- Research and choose job advertising options
- Advise hiring managers on critical behavior interviewing techniques
- Recommend ways to improve the NLACRC employer brand
- In concert with the head of HR and other executive leadership, coordinate to forecast future hiring needs
- Stay current on federal and California state labor legislation and inform recruiters and management about changes in regulations
- Participate in job fairs and career events
- Build the company’s professional network through relationships with other California Regional Center system Recruitment and HR professionals, colleges and other partners
- Performs other related duties as required.
Employment Standards
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Education & Experience
Bachelor’s degree required; concentration in HR Management or Business Administration preferred but not required. Five-plus (5+) years’ of prior experience managing a Recruiting department and/or an HR department where managing recruiting functions and a team of staff recruiters was required. Hands-on experience with Applicant Tracking Systems (ATSs) and HR Management Systems required; experience with ADP Workforce Now preferred but not required. SHRM's Talent Acquisition Specialty Credential a plus, but not required.
Skills and Abilities
Knowledge: Familiarity with social media and other professional networks (like GitHub). Experience with (phone and in-person) interviews, candidate screening and evaluation.
Skills: Must successfully work and interact interpersonally with people from a variety of cultures, abilities, and backgrounds. Thorough understanding of technology, technical roles and technical skills. Excellent verbal and written communication skills. Excellent interpersonal and customer service skills. Excellent organizational skills and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Strong supervisory and leadership skills. Ability to prioritize tasks and to delegate them when appropriate. Ability to function well in a high-paced and at times stressful environment. Proficient with Microsoft Office Suite or related software.
Essential Requirements
- Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations..
- Valid CDL and reliable transportation, or acceptable substitute, required.

Compensation
This is an exempt position, $4,250.40 - $5,860.80 bi-weekly.
