SUMMARY:

Seeking a Director of Talent Acquisition / Recruiting to plan, recruit executive business development staff, and direct the recruitment process. This is a hands-on senior position with 3 direct reports and requires an individual who has a solid understanding of hiring and HR compliance within the Federal Government Contracting arena, preferably with a small to mid-sized business. The candidate must have the ability to interact with all levels of managerial staff, understand the current and future workforce needs, and determine the strategic direction and objectives of the recruitment department. In addition, this position is personally responsible for recruiting executive level staff and must have demonstrated abilities in seeking out talent in unique ways outside of job boards. The Director of Talent Acquisition / Recruiting evaluates the recruiting function, strategies and procedures, and finds opportunities for improvement. Employee benefits and the human resources payroll interface are handled by a separate department.

DUTIES AND RESPONSIBILITIES:

  • Manage a full cycle recruiting process on-site at Hendall's Rockville, MD headquarters location
  • Personally, and actively recruit senior level managers and executives
  • Improve current recruiting practices
  • Manage two full-time recruiters and one junior professional/administrative staff
  • Understand that filling positions quickly with high quality candidates is a critical function for the company and drive that process
  • Leverage multiple sourcing strategies and channels including external networking, job boards, networking events, and internal referrals to provide high quality candidates for open positions
  • Collaborate with hiring managers to understand their hiring needs and goals
  • Provide insight to hiring managers regarding salary expectations for hiring needs
  • Prepare screening questions for position requirements
  • Individually and as a manager, screen resumes, interview qualified candidates, evaluate skill level, conduct reference checks, and make salary recommendations
  • Individually or as a manager, conduct phone and/or preliminary interviews
  • Oversee and/or schedule interviews for hiring managers
  • Prepare employment offer letters
  • Interface with the employee benefits department to coordinate onboarding of new staff
  • Develop and maintain strong internal customer and candidate relationships
  • Maintain applicant tracking system with accurate and well-ordered documentation on all candidates and candidate sourcing
  • Comply with all federal and state laws and company policies regarding recruitment and selection processes, and termination practices
  • Attend weekly meetings designed to update status of open positions
  • Maintain and distribute relevant data regarding all recruiting and other HR activities
  • Perform other duties as assigned

MINIMUM QUALIFICATIONS:

  • 15-20+ years of technical recruiting experience including 5-10+ years of experience actively recruiting executive level talent particularly business development staff focusing on federal civilian agencies
  • 10 years of managing recruiting staff
  • Experience in government contracting and government contract recruiting
  • In depth knowledge of federal HR compliance
  • ATS experience (ISolved preferred)
  • Excellent relationship building and client services focused
  • Highly organized and detail oriented
  • Flexible, versatile, and works well under pressure
  • Strong sense of urgency and ability to prioritize
  • Ability to readily adapt to changing requirements

Salary Range: $130,000 to $170,000 per year plus bonus potential
