JOB OVERVIEW Job Description The Senate Sergeant at Arms (SAA) and the Chief Information Officer (CIO) organization are in search of a highly experienced Technology Solutions Architect, with a specialization in the Security modules of the ServiceNow platform. This position will play a critical role in the design and implementation of secure, scalable, and robust solutions that are aligned with the distinct requirements of the Senate. The selected candidate will engage in collaboration with various stakeholders to architect ServiceNow security frameworks, ensure compliance with regulations, and enhance the overall security posture of the organization. While this position is primarily based in Washington, D.C., it is eligible for remote work. The incumbent may be required to be available at short notice for emergencies affecting the Senate campus or its community, to work outside of regular hours or on weekends, and potentially to be dispatched to other locations to assist with the Senate's contingency operations. This position requires the ability to obtain and maintain a security clearance. Key Accountabilities/Essential Job Duties Acts as a senior team leader responsible for structuring complex solutions and delivering IT services. Provides technical guidance and architectural recommendations for designing, building, testing, deploying, and maintaining highly available, scalable, and secure applications, systems, and services. Provides long-range strategic planning activities for the Senate in the areas of modern IT systems and services. Monitors the impact of technological developments; identifies emerging technologies and scopes potential Senate utility. Leads product evaluations and technical studies and task forces; directs pilot testing programs; analyzes new technology for its impact on the Senate environment; tests new releases on Senate supported platforms; develops product configuration standards for use in the Senate environment; recommends strategic direction for the Senate. Creates and reviews system architectures; analyzes system requirements and ensures that systems will be effectively integrated with current applications.Acts as a technical leader and mentor to implementation teams and collaborate across the organization to provide leadership and guidance on technical solutions; Collaborates across organizations in the creation of valuable technology solutions. JOB SPECIFICATIONS Required Education Bachelor's degree in computer science, Information Technology, Engineering, or an equivalent combination of education and work experience. Other Duties/ Responsibilities The Administrative Systems team depends on the Technical Solutions Architect to provide solutions and support for multiple global and specialized applications within ServiceNow, as well as to design the security frameworks for ServiceNow. This role necessitates extensive knowledge of the ServiceNow platform, along with robust leadership and communication abilities to collaborate effectively with cross-functional teams. Responsibilities for this position include: Architectural Design: Oversee the design and development of security solutions on the ServiceNow platform, ensuring alignment with business objectives, adherence to security standards, and compliance with regulatory requirements. Platform Development: Supervise the creation and personalization of ServiceNow applications, covering workflows, user interfaces, integrations, and scripts. Technical Leadership: Provide technical leadership and guidance to development teams, ensuring best practices in coding, architecture, and solutions design are followed. Integration Management: Design and implement integrations between ServiceNow and other enterprise systems, ensuring seamless data flow and process automation. Stakeholder Collaboration: Work closely with Senate SAA/CIO, security teams, and other stakeholders to gather technical and business requirements, translating them into secure and efficient solutions. Performance Optimization: Monitor and optimize the performance of ServiceNow applications, ensuring high quality availability, scalability, and responsiveness, Project Management: Spearhead and facilitate the comprehensive project lifecycle, commencing from the initial conception phase and extending through the post-implementation review, while ensuring the timely and successful delivery of security solutions. ServiceNow Security Modules Expertise: Offer in-depth knowledge and practical experience with essential ServiceNow Security modules, including Security Incident Response (SIR), Vulnerability Response (VR), Governance, Risk and Compliance (GRC) and Threat Intelligence. Governance & Compliance: Establish and enforce the governance frameworks, coding standards, and architectural guidelines for the ServiceNow platform. Ensure that all solutions adhere to Senate security policies, pertinent federal regulations, and industry best practices, including FISMA, NIST, and other applicable standards. Continuous Improvement: Proactively identify areas for improvement in security processes and architectures, staying up-to-date with emerging trends and technologies in ServiceNow and cybersecurity. Troubleshooting and Support: Lead the resolution of technical issues and provide advanced support for ServiceNow-related incidents. Documentation and Training: Create comprehensive technical documentation and train developers and administrators on ServiceNow best practices. Required Work Experience 8-10 years' experience as a lead software engineer and demonstrated leadership and mentoring skills. Required Special Skills/ Knowledge 5 years of hands-on experience in ServiceNow Security Operations (SecOps) and Governance, Risk, and Compliance 9GRC). 8 years of experience working with ServiceNow implementing, designing developing, integrating, architecting, and supporting the following ServiceNow platform features/functions including: CMDB ITSM ITAM ITOM ITBM IRM Change Management Service Catalog Service Portal Workflows Knowledge KPI, Reports, and Dashboards Roles/permissions Excellent oral and written communication skills. Excellent interpersonal skills and ability to collaborate with team members and stakeholders from across the organization. Ability to explain technical challenges and solutions to both technical and non-technical audiences. High level of self-discipline and ability to work independently. Strong leadership skills. High attention to detail and ability to organize, manage, and prioritize many tasks. High aptitude for continuously learning new skills. Expertise in ServiceNow Security Incident Response, Vulnerability Response, Threat Intelligence, and Governance, Risk, and Compliance modules. Strong knowledge of IT Service Management (ITSM) and IT Operations Management (ITOM) practices. Hands-on experience integrating ServiceNow with third-party security tools, such as SIEMs, firewalls, and threat intelligence platforms. Familiarity with federal security regulations (FISMA, NIST, FedRamp, etc.) is highly desired. Capacity to excel in fast-paced environments and consistently deliver on time. Proficiency in collaborating within an Agile team setting. Capacity to handle multiple responsibilities and pay meticulous attention to detail across different tasks. Capacity to communicate verbally and in writing with team members, development staff, customers, consultants, and management. ServiceNow development specializing in JavaScript, AngularJS, HTML, CSS, and REST/SOAP APIs. Understanding of cloud computing and infrastructure-as-a-service (IaaS). Excellent problem-solving abilities, focusing on delivering secure, scalable solutions. Demonstrate strong verbal and written communication skills to effectively interact with technical and non-technical stakeholders. Experience in technical project management, guide technical teams, and provide mentorship to junior team members. Desired Skills Skilled in creating system interfaces, including APIs, SOA, RESTFUL, and JSON. Familiarity with developing customized applications. Knowledgeable in Agile and Scrum methodologies with extensive experience in the SDLC. Adept at managing requirements, with the added benefits of expertise in GitLab. Experience using ServiceNow applications HRSD and CSM. Demonstrated ability to develop proofs-of-concept for clients rapidly. Coordinating between cross-functional teams. Knowledge of how to seamlessly integrate ServiceNow with various enterprise systems. Experience working with ITIL or other IT service management frameworks. Understanding of ServiceNow upgrade methods and industry best practices. Skilled in creating and implementing scalable ServiceNow solutions for the future. Capable of understanding and translating business needs into technical solutions. Certifications ServiceNow Certified Implementation Specialist (CIS) in Security Operations or GRC is preferred. Relevant certifications in cybersecurity (e.g. CISSP, CISM, CEH) are a plus. Working Conditions Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. (Enterprise Operations & TID only) The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays. (Enterprise Operations only). Security Clearance This position requires that the applicant obtain and maintain a Secret. U.S. Government security clearance.
