Summary This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Office of General Counsel (OGC). The Incumbent is a legal advisor and the Ethics Program Manager primarily responsible for managing the financial disclosure reporting system, administering ethics training, and promoting adherence to the Standards of Ethical Conduct for Employees of the Executive Branch. Responsibilities Provides full range of legal services but focus primarily on ethics and the agency’s Standards of Conduct Program, providing oversight, advice, and counsel relating to Federal ethics laws, regulations, and policies. Reviews and certifies public and confidential financial disclosure reports, conduct conflict of interest analyses, and provides appropriate advice, including remedial measures, for financial disclosure filers at all levels. Develops and provides ethics training programs and educational materials for DoD OIG personnel. Reviews, analyzes, and comments on proposed legislation and policies affecting DoD or DoD OIG interests and equities. Conducts research, prepares and provides memorandums of law, legal opinions, and other guidance and counsel to OIG personnel. Manages the collection, management, retention, and reporting of information and data relating to ethical matters utilizing legal research and data management tools, including applications unique to the Government ethics field. Liaise as necessary with Congress, DoD, and other Executive Branch officials on ethics and standards of conduct matters. Drafts and coordinates on DoD OIG policies relating to standards of conduct and other matters, providing advice and assistance to OIG leadership and personnel. Requirements Conditions of Employment Qualifications Basic Requirements: To meet the basic requirements, you must possess a J.D., LL.B., or LL.M degree from a law school accredited by the American Bar Association. Applicants must be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law.. In addition to the basic requirements noted above, resume must document the specialized experience listed below: Time in Grade: For entry at the GS-15 grade level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service. Specialized Experience GS-15 level: You must have at least 52 weeks at the GS-14 level or equivalent level. Specialized experience is defined as demonstrated expertise and work experience serving as an agency ethics official or providing legal counsel primarily on matters involving ethics laws, standards of conduct, conflicts of interest, and related ethics matters. In addition to the basic qualifications, candidates must have at least five (5) years of specialized legal experience as an attorney in the fields of federal criminal, civil, or administrative law, which demonstrates that candidates can successfully perform the duties of a GS-0905-15 Attorney. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at this level.
