Job Description Summary
Enterprise co-founded Power Forward Communities (PFC), a landmark coalition with some of the country’s most trusted community development, climate, and housing organizations. It is purpose-built to decarbonize America’s homes and drive a market transformation that cuts costs, benefits renters and homeowners, and focuses on low-income communities nationwide. The EPA has awarded the coalition a $2 billion National Clean Investment Fund (NCIF) grant. Together with our coalition partners — Rewiring America, Habitat for Humanity International, Local Initiatives Support Corporation (LISC), and United Way Worldwide — Enterprise will use this award to deploy a powerful combination of financing, market building, and community engagement to create healthier, safer, and more affordable homes.
The National Clean Investment Fund (NCIF), part of the Inflation Reduction Act (IRA), represents one of the most profound public investments in climate resilience in our nation’s history. With this award, Enterprise has been entrusted to help turn the nation’s most critical climate legislation into transformational housing legislation by ensuring hundreds of thousands of affordable homes are built or preserved.
The Senior Program Director, Energy Justice will play a pivotal role in ensuring that the multifamily program is designed and implemented to achieve energy justice goals, and that owners and residents of multifamily affordable housing properties benefit in the short and long term from property upgrades.
Prioritizing energy justice process and outcomes is complex and relatively new to the field of affordable housing development. Success factors for this position include creating and implementing a replicable, accurate, and actionable means of prioritizing energy justice process and outcomes in our approach to multifamily outreach & education, technical assistance, and predevelopment grants. This position will also be responsible for strategic oversight of a successful predevelopment grant program, in terms of consistently meeting federal compliance requirements and strategically building affordable housing owner capacity to achieve equitable decarbonization.
The successful candidate will be a highly motivated, creative, and effective leader eager to support their colleagues, Power Forward Communities coalition members, and external partners in preparing for a changing climate.
The Director will report to the Senior Director, Multifamily Technical Assistance.

Job Description
Job Responsibilities:
- Design and lead process to establish energy justice principles for the multifamily program.
- In collaboration with the capital and technical assistance teams, create and implement a process to prioritize, achieve, and exceed Power Forward Communities’ Justice40 goals and energy justice principles within technical assistance engagements, work scopes, and capital stacks. Provide direct support within these engagements which may include accessing and modeling energy and income data, modeling property upgrades to reflect changes in upfront and operating expenses, and/or suggesting specific combinations of efficiency, renewable energy, and subsidy to ensure energy burdens are managed.
- In collaboration with education and outreach leads, ensure multifamily outreach and education campaigns are equipped to prioritize and exceed Power Forward Communities’ Justice40 goals and energy justice principles.
- Provide strategic oversight for multifamily predevelopment grant program.
- In collaboration with grants stakeholders, ensure the multifamily predevelopment grant program is designed and deployed to prioritize and exceed Power Forward Communities’ Justice40 goals and energy justice principles.
- In collaboration with evaluation team, develop process to measure impact of energy justice principles, support these evaluation efforts, disseminate results, and adjust principles and implementation strategies accordingly.
- Lead and manage staff to cultivate talent, foster teamwork, and maximize impact.
- Actively participate in other team initiatives, helping to achieve an impactful, fun, cross-functional approach to Building Resilient Futures.
Qualifications:
The ideal candidate will bring a range of experience and attributes to Enterprise:
- Demonstrated commitment to racial equity, social justice, and energy justice.
- Minimum of eight years of experience in affordable housing development, clean energy development, and/or energy modeling.
- Minimum of two years experience developing, implementing, and evaluating programs that advance racial, economic, and/or energy justice.
- Experience with utility allowances, community solar, energy modeling, and/or utility rate structures preferred.
- Familiarity with multifamily affordable housing and/or community development.
- Familiarity with building decarbonization, energy efficiency, climate resilience, healthy housing, and renewable energy.
- High level of competency managing highly complex programs.
- Leverage constructive relationships across disciplines and functions; lead multidisciplinary teams to accomplish objectives.
- Exercise foresight and judgement in initiating, planning, organizing, and guiding highly complex projects.
- Strong ability to foster teamwork and develop staff, leverage talent, and partner with colleagues to meet our mission.
- Demonstrated experience in managing budgets and the efficient use of financial resources.
- Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.
- Demonstrated professionalism, diplomacy, composure, flexibility and ability to adapt to a variety of situations.
- Excellent communication skills with ability to clearly express ideas, thoughts, and concepts verbally and in writing.
- Ability to travel.
- Undergraduate degree preferred.

Enterprise offers a comprehensive total rewards package for you and your family.
The base salary for this role is $105,000 to $115,000, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
