Program Analyst – HR & Management

Clearance: Must have an Active TS/SCI Clearance

Position Description:
Network Runners, Inc is seeking a Program Analyst (HR&M) to provide mid-level clerical and administrative support for the OUSD (R&E) Business Operations Office. Administrative support shall utilize Microsoft (MS) Office to include MS PowerPoint, MS Word, MS Access, and MS Excel. Must be able to provide administrative support for meetings, correspondence, and gathering background information to support one or multiple of the following areas: human resources; military personnel (Air Force, Navy, Army, Marine, and Space Force), including reservists; facility space operations; manpower (requirements documentation and tracking), executive resources, personnel management and performance management.

Duties & Responsibilities:

  1. Assists in the maintenance of the R&E manpower roster, phone rosters and space allocations.
  2. Capture and maintain R&E physical space to ensure R&E requirements are documented and R&E can optimize the physical placement of the directorates and offices to ensure the efficient operation of the entire group. Analyze the current data provided by R&E and work interactively to develop an office space plan strategy based upon the latest guidance and direction that provides the best level of support to R&E. This strategy will be used to develop options to allocate specific square footage and offices to each of the offices.
  3. Assist with the tracking and approval of R&E government travel. Prepares travel budget requests, reports, and coordinate transfers of funds into and out of travel accounts. Monitor completion of US and international travel requirements for R&E personnel. Coordinates schedules with the travel coordinator to ensure official government travel is prepared as needed. Must be able to assist as a back-up to the travel coordinator and be familiar with official government travel regulations.
  4. Reconcile government travel card accounts and resolve discrepancies, as required.
  5. Monitor due dates and status of Active duty and Reserve personnel performance reports and award packages. Assist Active Duty and Reserve personnel to identify/satisfy any required DoD-related training. Collect inputs from Active Duty and Reserve personnel.
  6. Produce the Reserve Monthly Activity Report (MAR) and Monthly Operational Report (MOR).
  7. Assists in developing R&E’s annual requirement for Joint Reserve support (man-days, Active Duty for Special Work (ADSW) from each Service and forward requirements through appropriate channels (method and system for expressing requirement varies from Service to Service). Participate/facilitate/organize OSD and Service events related to the JRD.
  8. Create and maintain a database tracking all office tasks (both internal and external) and upcoming personnel changes.
  9. Assist with providing agency guidance and oversight for HR functional programs. Advises senior management officials on the design and utilization of positions, formulates proposals and recommendations, and coordinates resource requests with OSD staff and shared service provider elements.
  10. Analyzes manpower and personnel transactions on assigned OUSD(R&E) organizations. Performs fact-finding research, verification of data, quantitative and/or qualitative analyses of voluminous material pertaining to pay transitions.
  11. Assist with advising R&E leadership of actions and requirements related to the Pay Pool performance programs including appraisals, any adjustments and performance bonus recommendations.
  12. Classification and training.

Minimum Qualifications/Requirements:

  1. Requires a minimum of three (3) years of experience in providing administrative support in one of the following areas: human resources; military personnel (Air Force, Navy, Army, Marine, and Space Force), including reservists; facility space operations; manpower (requirements documentation and tracking), executive resources, personnel management, travel preparation and tracking, and budget tracking.
  2. Experience and mastery of Microsoft Office suite of applications is required.
  3. Background of support in, or for, the Air Force Active Duty or Reserves is highly desired.

Education:

  1. A bachelor’s degree from an accredited college or university is required.
  2. At the discretion of the Government, a minimum of two (2) years of specialized experience which includes military experience may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above.
