The Office of Budget and Grants Management (OBGM) supports the strategic utilization of all resources, aligning them to district priorities by spearheading CPS' financial strategy to support effective budget planning and maximizing available funds.

Job Summary:

Reporting to the Director of Training & Quality, the Data Analyst will support the School Resource Strategy (SRS) team within OBGM with creation of reports and budget tracking tools and metrics used in assisting school Principals and Network Chiefs in evaluating budgets, formulating strategic priorities, and maximizing resources.The Data Analyst will also be responsible for analyzing complex data sets and to identify opportunities to simplify and refine business systems and processes through the development of reports.

The Data Analyst will be held accountable for the following responsibilities:
  • Work closely with the Director of Training & Quality to manage the performance of OBGM, including strategic planning, creating performance metrics, and goal setting
  • Work in the Oracle system to pull and analyze budget and financial data sets
  • Assist with gathering requirements for the development of and updates to the Business Intelligence dashboard and School Budget Overview reports
  • Develop, prepare, and review operations and school reports to gain insight into business drivers, efficiencies, and data accuracies
  • Design, enhance, and report performance management dashboards, employee scorecards, and reports on a weekly and monthly basis
  • Oversee service delivery data (call and ticket performance metrics) for all call center functions, anticipating customer needs, actively monitoring and reporting on customer feedback and concerns to Central Office leadership
  • Track satisfaction among customers through various tools including ServiceNow and provide comprehensive reporting for the Office of Budget and Grants Management
  • Support inbound call traffic monitoring, maintaining call scripting, and call routing flows in the telephony system
  • Oversee the ServiceNow ticketing system, reporting, enhancements, and change management processes
  • Partner with OBGM team members to review data and conduct root cause analysis and investigate data quality issues to determine best practices for simplifying and streamlining processes and systems
  • Design and spearhead cross-functional projects to implement business solutions for Central Office and school customers
  • Identify opportunities and implement solutions for the improvement of content delivery to OBGM staff, principals, and school staff across the organization
  • Assist the Director of Training & Quality with the development of standard operating procedures
  • Partner with CPS departments to support internal staff and external stakeholder mass communications through various mediums such as data mail merges
  • Ensure data quality and integrity across Offices
  • Work with approved enterprise analytic tool sets. (SAS, SQL)
  • Support analytic project planning, design and implementation across a variety of topic areas
  • Compile, manipulate, and analyze data using appropriate statistical techniques
  • Communicate with a broad spectrum of stakeholders at varying levels
  • Participate in District's Data Analyst User Group
  • Perform other duties as assigned

In order to be successful and achieve the above responsibilities, the Data Analyst must possess the following qualifications:

Education Required:
  • Bachelor's degree from an accredited college or university

Experience Required:
  • A minimum of two (2) years of professional experience in a relevant field and a role requiring data analysis skills is required
  • Experience with Google suite applications such as Sheets, Docs, LookerStudio and coding App Scripts is required
  • Experience with MS Office, in particular, MS Excel and macros, MS PowerPoint, and/or other presentation software is required
  • Experience writing code with data analytic tools (SAS, R, SPSS, STATA, etc) is required
  • Experience drafting ad hoc surveys, programming content into online survey platforms (Alchemer, Survey Monkey, Qualtrics, etc.), and presenting findings to stakeholders is preferred

Other Requirements:
  • Adhere to a set of guiding principles for analytic practice as established by the Data Governance Council

Knowledge, Skills, and Abilities:
  • Ability to use or learn SAS required
  • Exceptional organizational, communication (oral and written), and, database management, analytical, and problem-solving skills
  • Strong attention to detail and data quality assurance
  • Ability to deliver high-quality resultsin a fast-paced environment, respond immediately to multiple constituencies and meet established deadlines
  • Able to lead independently under general guidance and as part of a team
  • Ability to establish priorities and manage multiple activities while meeting established deadlines

  • Ability to define problems, analyze data, and outline valid conclusions and action steps
  • Very strong communication skills (speaking, listening, and writing).
  • Ability to use available tools such as ServiceNow (customer ticketing system), Nice In-Contact (call center/telecom management systems) - ability to adapt quickly when new tools and systems are deployed


Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
  • Be Fully Vaccinated Against COVID-19 - Unless approved for a medical or religious exemption, all employees are required to be up-to-date on COVID-19 vaccinations, including boosters, and to submit proof of vaccination to the district within 30 days of hire. "Up-to-date" on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters.
