Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the supervision of the Associate Director of Permanent Housing, the Manager (Time Limited Subsidies) is responsible for managing and delegating staff activities, related but not limited to oversight, administration, and coordination of the LAHSA funded Time Limited Programs such as Rapid Re-Housing Program (RRH), Recovery Re-Housing Program (RRP), Shallow Subsidies, and other time limited programs administered by LAHSA, including prevention-related pilot programs such as Solid Ground and Home Safe.
The Manager of Time Limited Subsidy Program will lead the team in coordinating the design and implementation of all time limited subsidy components, in order to improve access to LAHSA’s Permanent Housing and improve the quality of housing-focused services that participants who are in RRP and RRH receive. The manager will oversee the design and implementation of programs via creation and ongoing evaluation of Funders Agreements/Budgets, Request for Proposals (RFP), Scopes of Required Services (SRS), Performance Targets, and coordinating with data management/HMIS on slot-based management. This managerial position will coordinate Recovery to Roadmap housing placements and reporting.

Manage and supervise RRH, RRP program staff; schedules and directs work, performs orientation, training, and quality assurance activities, recommends personnel actions such as selection, evaluation, promotion, etc. Develop working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of programming. Participate in the design of programming and services for persons at imminent risk of experiencing homelessness, through development of RFPs (request for proposal), and the evaluation of proposals submitted for funding. Assist in the development of practice standards, program guides, and Scopes of Required Services for programs and services for persons at imminent risk of experiencing homelessness that will provide a deeper understanding of homeless prevention programs, their essential core components, and any funding regulations. Support the development and implementation of tools that will assist agencies to better track and provide services to program participants. This will include form creation and development, as well as guidance and training on how to access and utilize new tools/forms. Coordinate, facilitate, train, and support providers (in conjunction with LAHSA interdepartmental teams) in post-award activities, such as: contract coordination, contract and agency onboarding, new program kick-off. Provide support and reports to LAHSA’s governing bodies and perform other projects as needed. Develop plan for RRH slot management system. Develop plan for HMIS slot management system. Manage and coordinate Recovery to Roadmap for housing placements. Identify strategies for increased housing placements for RRH, RRP, time limited subsidies. Develop plan for matching RRH in the matching system with LAHSA. Other duties assigned.
Detailed knowledge and understanding of how public policy arenas, systems of care, and local programs and services impact homeless persons and related public funding sources, regulations, requirements, and procedures. Familiarity with Housing First philosophy, Coordinated Entry System, and LAHSA funded programs strongly preferred. Ability to establish excellent relationships and work cooperatively with individuals, groups, and organizations that are diverse in mission, composition, function, capacity, and geographic location. Experience with program development, program implementation, program management, etc. preferred. Demonstrated experience gathering, analyzing, and presenting data. Self-motivated to produce quality results, learn concepts and skills necessary to work towards a goal. Ability to learn and adapt to change, and ability to think critically and strategically. Strong written, verbal, and presentation communication skills. Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi-disciplinary team environment. Lead teams through change and growth.
