Job Title: Director, Global Trade Compliance Job Code: 19200 Job Location: Crystal City, VA or Melbourne, FL Job Schedule: 9/80: Employees work 9 out of every 14 days – totaling 80 hours worked – and have every other Friday off Job Description: The Global Trade Compliance Director will oversee the development, implementation, and enforcement of trade compliance policies, processes, and procedures, to include maintaining compliance with those represented to the US Government (USG) in previous Consent Agreements, and will report directly to the Senior Director of Business Compliance. This position reports to the Senior Director, Global Trade, L3Harris Technologies. The Director will supervise and coordinate the activities of the integrated trade compliance team of 12 FTEs and additional FTEs, as may be required. Furthermore, this role will coordinate with the Licensing, Operations & Training, and Customs & Traffic Directorates to ensure the development and execution of compliant business solutions. This includes but is not limited to advising on the interpretation of USG trade laws/regulations for export approvals, review and disposition of reportable trade compliance incidents/violations as well as corrective actions, training content, oversight of internal monitoring, and requirements for the appropriate action and required documentation for the physical export and/or import of all commodities. This position must coordinate closely with other stakeholders in the pursuit of international sales opportunities. Essential Functions: Develop effective trade compliance requirements across the Corporation Represent the trade compliance function in relationship to all USG enforcement agencies Conduct internal assessment programs Oversee the investigation and reporting of all violations of USG trade laws/regulations Submit all Voluntary Self Disclosures on behalf of the reporting entity Recommend, implement, and test corrective actions resulting from compliance concerns Conduct due diligence assessments in regards to trade compliance for all mergers, acquisitions, and/or divestitures Coordinate compliance actions with Corporate Security involving any USG enforcement activities or suspicious international transactions Conduct Compliance Assistance Visits to divisions/subsidiaries to assess compliance posture Coordinate compliance audits to select divisions/subsidiaries with Internal Audit Track/monitor all Foreign National employees of domestic divisions/subsidiaries 20% travel domestically and internationally Ability to obtain US Secret Security Clearance Qualifications: JD from an ABA accredited law school and must be admitted and in good standing with a State Bar (D.C. or other) with 5 years of prior export/import trade compliance experience. Minimum 5 years with disclosure writings & submittals Minimum 5 years experience with International Traffic in Arms Regulation (ITAR) and the Export Administration Regulations (EAR) Minimum 5 years experience with U.S. trade sanctions program to include Office of Foreign Assets Control (OFAC) Preferred Additional Skills: Ability to interpret USG laws/regulations and assess risk management aspects Familiarization with automated trade compliance programs Experience with Consent Agreement Previous assignment in military operational and/or policy positions Technical background Background in the Foreign Military Sales program Familiar with other trade compliance regimes such as BATF, FDA, etc. In compliance with pay transparency requirements, the salary range for this role in Washington D.C., Maryland Greater Washington D.C. area, the salary range for this role is $138,500 - $257,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
