In financial year 2023, IFC delivered 46% in own-account climate finance and mobilized an additional $6.8 billion. The World Bank Group’s Climate Change Action Plan (2021 – 2025) outlines our collective response to align financial flows with the goals of the Paris Agreement. IFC has committed to align 85% of new operations with these goals starting July 1, 2023, and to align 100% of new operations starting July 1, 2025. The Transition Finance Team, part of the IFC’s Climate Business Department, is seeking to hire a highly motivated Extended Term (ET) Consultant – Transition Finance Program Officer, based in Washington, D.C., to support the Global Lead for Transition Finance in the development and implementation of the IFC’s Transition Finance Framework. This pivotal role focuses on advancing IFC's approach to Transition Finance within the real sector industries, playing a critical part in developing and refining the Transition Finance Framework, building capacity, engaging stakeholders, and piloting transition finance assessments to expand transactions. This highly visible position offers the opportunity to lead significant initiatives that address the unique challenges of high-emission sectors in emerging markets. The ET Consultant will provide expert knowledge and guidance internally and externally on Transition Finance, decarbonization pathways, sustainable finance products, and net-zero pathways and corporate transition plans. Duties and Accountabilities: Transition Finance Alignment Expertise • Serve as a subject matter expert on decarbonization pathways, corporate transition plans, net-zero planning, and Scope 1-3 emissions assessments. • Assess robustness and alignment of corporate transition plans for real sector clients across hard-to-abate and infrastructure sector with global transition finance guidelines and disclosure requirements (i.e. CBI, ICMA, SBTI, TPT, etc). • Evaluate and verify corporate net-zero targets and transition plans, ensuring consistency with emerging standards such as SBTi, ICMA Climate Transition Finance Handbook, and CBI guidelines. • Analyze the technical feasibility and economic viability of client transition plans, offering recommendations for strengthening their robustness. • Provide expert advice on integrating transition finance principles and requirements into pilot transactions and client net-zero transition plans, with a focus on achieving measurable results and disclosure reporting. • Assist teams in navigating global net-zero disclosure requirements, taxonomy development and aligning with international frameworks to improve transparency and accountability. Delivery and Implementation Support • Facilitate the application of IFC’s Transition Finance Framework across real sector clients and financial institutions, ensuring alignment with emerging market challenges and opportunities. • Oversee the rollout and operationalization of the IFC Transition Finance Framework across multiple sectors and regions, ensuring consistency and adaptability to local contexts. • Coordinate with regional and sectoral teams to align implementation efforts with IFC’s strategic priorities and ensure seamless integration and consideration of transition finance principles into investment operations and policies. • Monitor and report on the progress of transition initiatives, ensuring alignment with agreed objectives and outcomes. Capacity Building and Training • Design and deliver targeted training modules for IFC staff and external stakeholders on key topics, including transition finance, transition plans, net-zero strategies, and sustainable finance instruments. • Build internal capacity to design, evaluate, and implement net-zero pathways and transition plans, tailored to the unique needs of emerging markets. • Develop practical guides, toolkits, and case studies to facilitate the understanding and application of transition finance concepts across industries and geographies. • Work closely with IFC regional and sectoral teams to identify training needs and customize learning materials for maximum impact. • Drive internal thought-leadership through creation of sector and region specific knowledge products and reports that advance net-zero target setting and transition agenda. Selection Criteria Given the role's focus, it is essential that candidates demonstrate a robust track record in the private sector, industry, and/or management consulting, with hands-on experience in net-zero target-setting, transition finance, and transition planning. Applicants must have a proven track record in developing and implementing corporate net-zero strategies, assessing and verifying transition plans, and driving finance solutions aligned with decarbonization pathways. Practical expertise in working with emerging market contexts, coupled with familiarity with global standards such as SBTi, ICMA, and CBI guidelines, is essential. Educational Background • MBA or Master's degree (or equivalent) in Climate Policy, Engineering, Environmental Science, Economics, Finance, or related fields. Professional Experience • Minimum 7 years of experience in the private sector, industry, or management consulting, with a strong focus on transition finance, net-zero target-setting, and sustainability strategies. • Proven experience in developing and implementing corporate transition plans, including decarbonization pathways, Scope 1–3 emissions reduction strategies, and net-zero commitments. • Familiarity with working in high-emitting sectors (e.g., energy, manufacturing, cement, steel) and/or financial institutions. • Experience in structuring and supporting transition finance initiatives, including pilot transactions, due diligence, and alignment with international frameworks. Technical Expertise • In-depth knowledge of net-zero strategies, transition finance frameworks, and corporate climate target-setting. • Expertise in Scope 1, 2, and 3 emissions assessments, with a particular focus on supply chain decarbonization and emerging market contexts. • Comprehensive understanding of international standards such as the ICMA Climate Transition Finance Handbook, SBTi, TPT disclosures, and CBI guidelines. Skills and Competencies • Strategic Thinker: Ability to develop and implement innovative solutions to drive transition finance adoption in emerging markets. • Program Delivery Expertise: Proven ability to manage complex multi-stakeholder programs and deliver results across sectors and regions. • Analytical and Problem-Solving Skills: Strong ability to assess client needs, diagnose gaps, and design actionable transition strategies. • Communication and Training Skills: Exceptional written and verbal communication skills, with experience developing and delivering training materials, reports, and presentations to diverse audiences. • Interpersonal and Collaboration Skills: Demonstrated ability to build strong relationships across teams and with external stakeholders in multicultural environments. • Language Proficiency: Fluency in English is required; fluency in Spanish or French is desirable.
