Vice President of Revenue Cycle Washington Regional Medical System (the “System”) is our region’s only locally governed, community-owned, not-for-profit healthcare system. The System includes a 425-bed acute care hospital known as Washington Regional Medical Center (the “Hospital”) which is located in Fayetteville, Arkansas. Position Summary The Vice President of Revenue Cycle (the “Vice President” or “VP”) reports directly to the Chief Financial Officer (the “CFO”). The Vice President is the principal executive responsible for organizing, planning, and managing the day-to-day operations of the Hospital and System patient financial access, revenue cycle and central billing office departments (the “CBO”). The position shares responsibility for ensuring compliance with applicable federal and state legal requirements and shall serve as a point of contact for regulatory and accreditation bodies that interact with all central billing office functions. The executive is principally responsible for managing department staff, budgets, and strategic initiatives in accordance with System policies, procedures, and directives of senior leadership. In collaboration with the CFO and other System leadership teams, the executive helps to establish and implement professional standards and policies, including innovative staffing, recruiting and retention strategies. The executive collaborates with Hospital and System leaders to ensure central billing office functions fully contribute to advancing hospital and System business, clinical and patient safety goals. Under the direction of the CFO, this role will be assigned System level process improvement activities in accordance with the strategic plan and defined Hospital and System policies and objectives. Essential Position Responsibilities Set expectations, guide, and motivate CBO department directors to promote Washington Regional’s mission, values, and strategic plan. Help to develop an organizational culture which creates a clear vision for the future and defines the values that underlie day-to-day activities and meets the changing needs of the community. In this regard, work to establish and maintain a hospital working environment that fosters employee engagement, inclusion, shared decision-making, professional autonomy, lifelong learning, competency, and teamwork. Cultivate and sustain a culture that embraces and exemplifies professional practice, the development of future leaders and leadership excellence. Develop and implement productivity measures and methods of budget control within assigned areas of responsibility to further the mission, values, and strategic plan. Coordinate capital budget planning projects, working closely with the executive team to ensure collaboration and integration of capital requests with the hospital’s strategic plans and goals. Draw on information from a variety of resources to alter processes and improve performance. Actively participate with other hospital leaders (governing body, medical staff, clinical, and management leaders) on long range planning that promotes the Hospital’s and System’s strategic plan and supports future community health needs. In this regard, participates in the strategic planning of the hospital to optimize the role of CBO services, supporting structures and systems. Provide a framework and collaborative culture in which department directors can effectively plan, direct, coordinate, provide, and improve health care services. Lead recruitment, retention, and staff development efforts within assigned areas of responsibility. Oversee the development and implementation of standards, policies and procedures, critical paths, and other processes which integrate CBO services across the Hospital and System. Accurately assess needs and services to develop an organizational culture focused on continuously improving performance to meet the changing needs of the community. Ensure effective performance improvement activities are integrated into the framework of all assigned departments. Collaborate with system leadership to achieve quality and assure that work is delivered in a safe, efficient and effective manner. Actively participate with Hospital and System management to ensure that the Hospital is in compliance with hospital facility and environment of care accreditation standards of The Joint Commission and College of American Pathology (CAP), and related federal, state and local regulatory requirements, including Medicare Conditions of Participation, Rules and Regulations for Hospitals and Related Institutions in Arkansas , as administered by the Arkansas Department of Health. Direct personnel functions related to areas of responsibility including hiring, supervision and performance management of personnel within the Vice President’s areas of responsibility. Support staff education and development which cultivates leaders at every level who can act to fulfill Washington Regional mission, vision, and values. Qualifications Education: Master’s degree in business, healthcare administration or related field preferred. Minimum of seven (7) years of directly related healthcare leadership experience including data collection and analysis, leading teams and personnel to success around a common goal, experience and success in developing and implementing systematic changes and experience in implementing policy and procedures that perpetuate a customer centric environment. Possession of a valid Arkansas driver's license is a requirement for this job. Professional Skills Approximately seven to ten years progressively more responsible related work experience which includes five to seven years supervisory and managerial experience, in order to effectively direct and manage activities within patient and customer experience and services. Advanced interpersonal skills necessary in order to provide effective leadership to subordinate personnel and effectively communicate with a wide variety of hospital personnel, community residents and outside agencies personnel. Advanced analytical skills necessary in order to develop and implement new policies techniques and procedures, determines need for capital equipment, personnel, expense and revenue budgets, and prepare special and recurring reports or analyses. Distinguishing Features of the Vice President (VP) Position: Under general supervision of the CFO, the Vice President is responsible for the administrative supervision over revenue cycle functions including financial access (front end), revenue integrity (mid-cycle), billing (back-end) and revenue cycle education for both technical and professional billing. The VP administers and coordinates the operations of these departments to ensure proper management and effective operation of the delivery of care in accordance with established accreditation, regulatory and professional standards, together with applicable Hospital and System policies and procedures. Responsibility involves effective strategic planning and operational coordination with multiple Hospital and System support functions.
