Job Summary: The Engineering Technician I-III provides skilled technical work in GIS, construction project management, and maintenance of stormwater infrastructure. This position supports the City's Stormwater Asset Management, Project Management (PMP), and Capital Improvement Programs (CIP) by planning, reviewing, and managing projects related to stormwater infrastructure construction and rehabilitation. Work involves a mix of field and office duties based on department needs and technician skill level. Experience, Knowledge, Skills: Minimum Requirements All Levels (I-III): High school diploma or equivalent. Valid driver's license. General understanding of civil engineering, GIS, utility infrastructure, and rehabilitation practices. Proficiency with Microsoft Office Suite (Word, Excel, Outlook), CAD, GIS mobile apps, and engineering tools (e.g., calculators, rulers, survey equipment). Engineering Technician I: Associate's degree in civil engineering, construction technology, GIS, or a related field, OR, Two (2) years of related experience in municipal engineering, drafting, or stormwater projects. Engineering Technician II: Associate's degree in civil engineering, construction technology, GIS, or a related field, plus three (3) years of experience in engineering or municipal infrastructure work, OR, Five (5) years of related experience in engineering or construction management. Engineering Technician III: Bachelor's degree in civil engineering, GIS, or a related field, plus seven (7) years of related experience, OR, Nine (9) years of advanced technical experience in engineering or construction project management. Equivalent combinations of education, experience, certifications, and licenses may be considered. Preferred Survey technician experience and knowledge of drones or photogrammetry. Proficiency with CityWorks, GIS tools, and construction inspection. Demonstrated experience in stormwater infrastructure project coordination and compliance enforcement. Knowledge, Skills, and Abilities Strong technical knowledge of civil engineering practices, construction methods, and stormwater infrastructure. Proficiency with engineering tools and software, including GIS, CAD, and Microsoft Office. Ability to manage multiple concurrent projects, prioritize tasks, and meet deadlines. Strong interpersonal, communication, and customer service skills. Collaborative team skills and the ability to work effectively with diverse stakeholders. Sound judgment and problem-solving abilities to address complex issues. Essential Functions: Support the Stormwater Asset Management program, including GIS mapping, infrastructure condition assessments, and rehabilitation prioritization. Plan, design, and manage stormwater and infrastructure maintenance projects. Prepare and review plans, specifications, and contracts to ensure compliance with city, state, and federal standards. Develop and manage project budgets, schedules, and contractor performance. Perform field investigations and inspections of stormwater systems. Analyze and evaluate infrastructure conditions using engineering methods. Respond to internal and external inquiries, including those from city departments, council members, and citizens. Facilitate compliance with permits, criteria, and standards through inspections and training. Communicate technical and non-technical project details to a variety of audiences. Supervisory Responsibilities NA Travel, Work Environment and Physical Requirements: Travel to field sites or other facilities is required. Travel may range from 20% to 60% depending on the season. Employee is subject to working alone, with groups, and/or attending meetings. May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings. May be required to work extended hours in the evening, holidays, or weekends. Frequent interruptions and be required to manage competing priorities with inflexible deadlines. Frequent participation in meetings. Frequent contact occurs with employees and the public, in person and on the telephone. Frequently is required to sit and talk or hear customers. Ability to manage competing priorities with frequent interruptions and an expected high level of accuracy in work is expected. Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident. Physical Requirements: Ability to sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear. Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devicesgraphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes. Employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Employee is required to have visual acuity to perform an activity such as: operating machinery where the seeing job is at or within arm's reach and to operate motor vehicles or heavy equipment. Employee is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes. Moderate to considerable physical effort that includes working from ladders in awkward positions, frequent use of light or medium weight objects (e.g., 30 lbs) and use of medium weight tools; walking on uneven ground or having to climb, balance, stoop, kneel, crouch, crawl, and reach while performing duties; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold, working in or near moving traffic with appropriate traffic control set up; The essential functions of this job require frequent balancing, bending/stooping, carrying/lifting light to heavy objects, climbing, fingering, grasping, repetitive motion, hearing, sitting, standing, talking, and walking. Occasionally the employee will be required to pull, push, reach, feel temperature, and kneel.
