Summary: These positions are located in the Health Resources and Services Administration, Maternal and Child Health Bureau, Division of Women's Health. The duty location for these positions is in Rockville, MD.

Responsibilities: This position is a mission-critical occupation responsible for analyzing public health programs, policies, and procedures to ensure that Health Resources and Services Administration meets its mission, goals, and objectives. As Director and Deputy for the Division of Women's Health (DWH), you will exercise full authority in planning, managing, and directing the national programs for which DWH is responsible. Your major duties and responsibilities include:

  1. Directing an interdisciplinary group of health professionals and technical specialists who have expertise in areas such as medicine, nursing, public health, and social work.
  2. Reviewing, analyzing, and developing program plans and legislative proposals relating to women's, infant, and perinatal health.
  3. Serving as the central point of accountability for grant programs relating to all Division responsibilities.
  4. Developing guidance, policies, and procedures that will facilitate effective program development and implementation of women's, infant, and perinatal health programs.
  5. Collaborating with other Bureau Quality Improvement initiatives to develop metrics, strategies, and monitoring tools to facilitate achievement of intended strategic program outcomes.

Requirements: Conditions of Employment Qualifications: THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE: 12/26/2024. This announcement is only open to CURRENT HHS competitive permanent/career or competitive career conditional employees. As verification of status and time-in-grade within HHS, applicants must provide the following two SF50s with their applications by the announcement closing date of 12/26/2024.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above five Public Health competencies, to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE includes:

  1. Providing leadership in directing and evaluating programs that focus on women's and perinatal-related health programs and initiatives.
  2. Serving as the central point of accountability for grant programs relating to women's and perinatal-related public health program responsibilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
