This position provides Configuration and Data Management support for programs related to acquisitions, development, maintenance, modification and sustainment activities. Establishing baselines and providing traceability and change control for weapon system software, hardware, firmware and systems engineering products. Develops and sustains data gathering software tools for system-level testing. Responsibilities Provides configuration, data, engineering data management, and deficiency reporting requirements for new contractual documents such as; Statements of Work (SOW), Program Directives (PD), Product Requirements Document (PRD), Memorandums of Agreement (MOA), Rough Order of Magnitude (ROM), configuration and data management plans, and other program documentation. Responsible for assuring that appropriate configuration and data management, and deficiency reporting requirements are covered in all assigned program documentation. Ensures that technical documentation in the form of specifications, Change Requests (CR), Engineering Change Proposals (ECP), Interface Control Documents (ICDs) and engineering drawings document the functional, allocated, and product baselines. Works with Product Lifecycle Management (PLM) systems to facilitate in the accountability of configured items and supporting data. Participates in formal technical reviews and milestones of program end items such as Preliminary Design Review (PDR) and Critical Design Review (CDR). Participates in Test Readiness Reviews (TRRs). Evaluates Engineering Change Proposals (ECPs), Rough Order of Magnitudes (ROMs), Waivers/Deviations, and other related program documentation for adequacy, completeness and compliance with directives. Controls requests for data Contract Data Requirements List (CDRL) and processes Data Item Descriptions (DIDs). Periodically reviews the contractor's management systems for the preparation, maintenance, control, and delivery of data. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: I have at least one year or will within 120 days of close of this announcement, of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: Providing configuration, data, engineering data management, and deficiency reporting requirements for new contractual documents; establishing baselines and providing traceability and change control for weapon system software, hardware, firmware and systems engineering; evaluating engineering proposals from a configuration and data management; Initiating coordination with customers, users, contractors, and division staff to ensure technical support is provided in a timely; ensuring technical data packages are adequate, accurate, approved, and available for use when needed; knowledge of the Organizational structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures; knowledge of engineering drawings and contractor engineering control/release processes, and tracking. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of configuration, data, engineering data management, and deficiency reporting requirements as specified in military specifications and standards, and organizational directives. 2. Knowledge of engineering drawings and contractor engineering control/release processes and tracking systems such as PLM systems. 3. Understanding of contractor estimating/pricing techniques as related to proposal evaluation. 4. Knowledge of, and skill in, the use of principles of communication, negotiation as required to reconcile diverse opinions that can arise from conflicts in contracting, engineering data/data management, and audits. 5. Knowledge of the Organizational structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures. 6. Ability to speak and write effectively. 7. Ability to plan, organize and chair conferences and meetings. 8. Skill in developing corrective actions for observed discrepancies. 9. Familiarity with policies and issues pertaining to priority rights in data. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
