APPOINTMENT TYPE: This is a Permanent Exempt (PEX) position. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer. The duration of the appointment is not to exceed 36 months.

Under general administrative direction, the Airport Conveyance Systems Manager manages Airport conveyance contracts including maintenance, renovation, and modernization contracts. This manager is responsible for the safe operation and regular inspection of all Airport conveyances including elevators, escalators, and electric walks. The incumbent will develop and regularly refine Airport conveyance specifications and operating procedures. This manager also acts as a liaison with State conveyance regulatory authorities.

  • Continuously develops and tracks Conveyance key performance indicators (KPIs) including but not limited to in service rate, machine history, cost to operate, cost to maintain, and incident occurrences.
  • Creates conveyance maintenance contracts.
  • Creates conveyance construction and modernization contracts.
  • Serves as Contract Manager for created contracts and others as they are related to the management of the section.
  • Manages a budget of more than $29M, working with multiple vendors and on multiple contracts.
  • Regularly inspects all units for quality. Tracks deficiencies and ensures that they are corrected in a timely manner.
  • Ensures that work is scheduled to minimize passenger inconvenience.
  • Ensures out of service units are properly secured and safely barricaded. Also ensures that proper signage is erected at these units.
  • Advises senior management of equipment that has reached end-of-life and helps devise replacement strategies for said equipment.
  • Manages a staff of stationary engineers of various seniority.
  • Monitors work of conveyance crews.
  • Communicates with a variety of individuals including supervisors, tenants, and the general public regarding conveyance operations and maintenance.
  • Produces regular operational reports on conveyances.
  • Performs other related duties as required.

Minimum Qualifications:

1. Education: Possession of a baccalaureate degree from an accredited college or university;

2. Experience: Six (6) years of verifiable experience managing elevator mechanic or conveyance maintenance, operations, or inspection programs using federally mandated standards in a large airport, or complex facility or campus, of which three (3) years must have been in a supervisory capacity supervising staff in the field of maintenance, repair, and operation of mechanical and electrical machinery and equipment;

3. License and Certification: Possession of or ability to obtain a valid California Class C driver license prior to employment. Candidates must be insurable under the City’s automobile liability insurance policy. Insurability must be maintained throughout employment.

Substitution: Additional work experience as described above may fully substitute for the required degree on a year-for-year basis up to 4 years. One year of experience is equal to 30 semester units/45 quarter units.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

  • Current Certified Competent Conveyance (Elevator) Mechanic (CCCM) license
  • Current American Society of Mechanical Engineers (ASME) QEI-1 certification as an elevator inspector
  • Seven years of verifiable work in the Elevator Industry, some of which was as a journeyperson Elevator Mechanic
  • Two years of verifiable work as a conveyance inspector
  • Documented completion of a certified apprenticeship program in the Elevator trade
  • Strong written and verbal communication skills

Verification of Experience and/or Education: Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process.

Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. Employment in this position requires that the incumbent submit an application for, successfully acquire, and maintain a Customs Access Seal.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance.

Medical Examination: Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job.
