Information Technology Specialist 1 (NY HELPS)

Duties Description Specific duties will include but not be limited to the following:
• Assists in the collection of hardware and software requirements from vendors and staff: • Supports the logging and management of the division hardware inventory including laptops, monitors, phones and peripherals; • Assist in the development and maintenance of bureau policies and procedures and updates supporting documentation; • Supports the day-to-day operations and activities of the bureau; • Participates in meetings and works with agency management, users, vendors, consultants, and IT staff to discuss IT solution options and assists in recommending appropriate system platforms for meeting program requirements; • Assists in the oversight of vendor systems to ensure the implementation, administration, testing and maintenance meet New York State and Department of Health standards; • Assists in administering/evaluating security controls and security plans to meet agency security procedures and policies; • Monitors systems and reports security breaches through the appropriate escalation process; • Assists in the development and delivery of training to division staff on information technology and division policies and procedures; • Participates in internal controls reporting; and • Other duties as assigned.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
NON-COMPETITIVE MINIMUM QUALIFICATIONS: 60 semester credit hours including or supplemented by 15 semester credit hours in computer science; or one year of experience in information technology.
Qualifying Experience: artificial intelligence; automation; business/systems analysis; cloud computing; computer installation; diagnosis and repair; computer programming; cybersecurity/information assurance; data analytics; database administration, design and management; design and development of geographic information systems; design and development of computer aided drafting applications; digital forensics; informatics; information technology; IT customer support and training; interactive user experience (UX); internet/intranet development, design, and maintenance; knowledge management; network management; program design; program testing; project management; server management; storage management; systems management; technical writing; telecommunications; virtual technology.
COMPETITIVE QUALIFICATIONS: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Information Technology Specialist 1, SG-14; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-12 or higher, and eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil
Preferred Qualifications: • Bachelor degree, college level classes or professional experience in information technology or cyber security. • Excellent oral and written communication skills, including the ability to clearly articulate information technology and information security concepts. • Demonstrated critical thinking, problem solving and analytical skills. • Ability to work independently as well as in a team environment.
Additional Comments Reporting to the Bureau Director of Security, Privacy and Compliance, the Information Technology Specialist will be responsible for supporting the division hardware and software requirements and support the tracking of all hardware within the division. The incumbent will also support the evaluation of security plans for all systems/vendors handling Medicaid data and support the day-to-day operations of the unit and participate in projects as requested.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
