GENERAL SUMMARY Under direction of the Plant Manager, the Assistant Plant Manager (“APM”) is responsible for managing the daily energy delivery process of the plant and provides leadership to the plant O&M department for the safe and efficient operation of generating equipment. The APM manages the daily operation of the facility to ensure that generating requirements, plant efficiency and reliability are maintained in a safe manner and in compliance with all applicable permits, policy and legal requirements. Routinely advises the Plant Manager on O&M issues, provides recommendations for process and / or program improvements, and performs the duties of the Plant Manager during his/her absence. ESSENTIAL JOB FUNCTIONS Provide daily direction of O&M personnel for the safe and proper operation of the facility equipment, ensuring that generation requirements are efficiently and reliably achieved in compliance with all federal, state, and local regulatory requirements. Track and manage the daily plant operation to maximize equipment availability. Identify and implement resolutions for O&M issues that prevent the plant from achieving the dispatch operations and goals of the Partnership. Evaluate operational and maintenance processes and implement adjustments for continuous improvements. Manage a culture that ensures personnel adhere to established procedures and practices. Develop action plans as required to align employee conduct and accountability with proper operation and maintenance processes. Provide leadership for investigating and resolving all forced outages and operating irregularities. Review equipment performance and make recommendations to improve reliability. Prepare necessary plant operation reports in a timely manner. Evaluate and recommend O&M employment candidates. Ensure complete and proper professional safety training and orientation is provided for all O&M department members. Prepare and submit O&M budget and project recommendations to the Plant Manager for development of the facility annual operating and capital budgets. Implements O&M activities in accordance with approved budget. Develop and implement training programs to maximize the effectiveness of the O&M staff. Provide overall coordination for O&M department training and development including prioritizing and scheduling. Oversee a comprehensive maintenance program that includes preventive, predictive and corrective maintenance programs in accordance with Company, manufacturer recommendation, industry practice, qualified by equipment condition, system performance, maintenance records, and safety requirements. Routinely evaluate maintenance program effectiveness and recommend adjustments to optimize costs, work quality, equipment reliability, and availability. Manage planning and execution of planned outages. Ensure work performed by plant personnel and contractors progresses as scheduled to meet performance and cost objectives. Communicate and coordinate efforts to ensure that plant operation is aligned with asset management objectives to optimize profitability, without jeopardizing equipment reliabilities. Complete special projects as assigned by the Plant Manager. Dependable, reliable and predictable attendance is required. Must possess and maintain a valid, in-state motor vehicle operator’s license. KNOWLEDGE, SKILL AND ABILITIES The APM operates from established and well-known procedures, performing duties independently with only general direction given. Decisions are made within policy constraints. The APM frequently encounters new and varied work situations involving a high degree of complexity, thereby requiring timely communication and collaboration with the Plant Manager and Corporate management staff. The APM must ensure that all work is performed in a safe manner resulting in no accidents and in compliance with all environmental permits. The APM must effectively communicate information to the Plant Manager, the management team, and subordinate operation and maintenance personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvement. The APM must ensure duties are performed in such a manner as to result in an optimum cost-benefit ratio. All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer needs are being met. EDUCATION AND EXPERIENCE Bachelor’s Degree, with five years of power plant experience or minimum of 10 years industry-related work experience is required. NERC regulatory knowledge is desirable. Gas turbine experience is highly desirable. At least 6 or more years of experience supervising technical, supervisory, and administrative personnel is required. Extensive working knowledge of power plant industry is desirable, including a history of implementing innovative approaches to problem-solving and improving the technical and business aspects of the facility. The candidate must have strong leadership, motivational, and communication (oral and written) skills, which includes the ability to effectively communicate with large groups.
