The Enterprise Services Department is seeking a Program Manager III to serve as the project manager for the implementation of a new ERP (Enterprise Resource Planning) solution. This role is crucial in enhancing the efficiency and effectiveness of our organizational processes, ultimately enabling better service delivery for the Salem community.

As the project manager for the ERP implementation, you will lead efforts to foster collaboration across all city departments, ensuring that diverse stakeholder perspectives are integrated throughout the change management process. Your leadership will promote enterprise thinking, guiding teams to align their operations with the city's overall mission and goals.

What you will do:

As the

ERP Project Manager , you will be responsible for managing multiple facets of the ERP implementation project, including: Conduct Stakeholder Analysis: Identify and prioritize key stakeholders, understanding their needs and concerns to ensure their engagement throughout the project. Oversee project initiation, planning, execution, and closure phases using established project management methodologies. Collaborate with the ERP vendor project manager, internal IT resources, and stakeholders to ensure alignment and successful delivery of all project components. Manage IT resources and coordinate with stakeholders regarding testing, training, and other project-related activities. Facilitate regular project meetings to monitor progress, address challenges, and ensure effective communication among all parties involved. Develop and manage project schedules, budgets, and resource allocation to ensure timely completion of milestones. Mitigate risks and address challenges proactively to keep the project on track. Communicate project status updates and changes to stakeholders to ensure alignment and manage expectations. Implement change management strategies to support organizational readiness and adoption of the new ERP system. Design and/or oversee the development of training materials and documentation to facilitate user adoption of the new ERP system. Foster a culture of continuous improvement by encouraging feedback and identifying areas for process enhancement. Serve as the product owner for the ERP system after go-live, responsible for defining system requirements, prioritizing enhancements, facilitating stakeholder meetings, and ensuring ongoing alignment with organizational needs. Must pass the pre-employment background check. Must have an Oregon Driver license, or the ability to obtain an Oregon license within 30 days of residency and a driving record that meets the City of Salem's driving standards. Must live in Oregon or Washington, this position requires consistent on-site work. Bachelor's degree from an accredited college or university in business or public administration, Information Technology, Project/Program Management, or a related field, and five years of experience in Project/Program Management or a related field, including two years of progressive work experience in public sector or a related field preferred, or any combination of education, experience, and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions. Preferred Qualifications (Not required to apply):

Technical Proficiency: Strong background in project management, with a solid understanding of ERP systems and integration. Change Management Expertise: Ability to develop and implement change management strategies to support organizational adaptation during the ERP transition. Communication Skills: Excellent verbal and written communication skills, capable of translating technical concepts for diverse audiences. Problem-Solving Ability: Proficient in identifying and resolving project challenges and risks. Collaborative Approach: Ability to work effectively with diverse teams and stakeholders. Documentation and Reporting: Strong skills in preparing project documentation, reports, and presentations. Adaptability and Leadership: Capacity to lead teams through change, managing multiple priorities effectively while ensuring quality outcomes. Experience with Stakeholder Engagement: Skills in engaging various stakeholders to ensure buy-in and support for the project. Analytical Skills: Strong analytical skills to assess project data, evaluate processes, and make data-driven decisions. Conflict Resolution: Ability to effectively manage and resolve conflicts among team members and stakeholders. Coaching and Mentorship: Experience in coaching team members or providing mentorship during the project lifecycle.
