General Counsel for the Illinois Department of Early Childhood Education
Responsibilities:
- As General Counsel for the Agency (30%):
- Directs, plans and oversees all legal work on complex issues advising Department staff on legal matters pertaining to policy, operations of the agency, contracts, grants, litigation personnel, labor, budget, legislation, etc.
- As a policy-making administrator, formulates technical and legal policy on a variety of difficult and complex legal questions, laws, rules, policies and procedures.
- Provides legal counsel and guidance on various matters and develops effective solutions to complex legal questions.
- Advises the Secretary and senior staff on complex legal interpretation.
- Formulates and implements agency-wide policy for all grant agreements, contracts, etc.
- Advises the Secretary (20%):
- On complex legal and confidential matters relating to agency operations.
- In areas of labor law, personal law, statutes, etc.
- Serves as a spokesperson for the Secretary (15%):
- Acts on behalf of the Secretary in legal policy matters.
- Serves as full line supervisor (15%):
- Assigns and reviews work, provides guidance and training, and manages staff performance.
- Drafts proposed bills and monitors legislation (10%):
- Advises the Secretary on the potential impact of proposed legislation.
- Responsible for the agency’s Freedom of Information (FOIA) responses (5%):
- Receives and responds to inquiries regarding complex legal issues.
- Performs other duties as required (5%):
- As assigned which are reasonably within the scope of the duties enumerated above.
