Immediately After Appointment Position Description: Under the direction of the Chancellor, the Vice Chancellor of Human Resources and Employee Relations provides leadership and direction for proactive district-wide human resources services and labor and employee relations, in accord with the District goals to achieve District, college, and department goals, objectives, and administrative unit outcomes. The Vice Chancellor will provide the overall vision, leadership, direction, and administrative supervision of the Human Resources Department and Employee Relations Office, including policy development, strategic planning, management, and evaluation. Job Duties: Serves as the Chief Negotiator representing the District in developing and negotiating collective bargaining agreements for academic and classified bargaining units. Oversees the District's grievance process, mediating and conciliating employee grievances. Meets regularly with the Chancellor and Governing Board in closed sessions regarding legal settlements and litigation. Oversees, develops, and implements professional development programs for faculty, staff, and administrators. Provides training and direction to managers on personnel policies and conflict resolution. Coordinates activities with the Vice Chancellor of Administration and Finance to ensure hiring of qualified faculty. Develops and interprets policies and procedures for recruitment and retention. Directly supervises and evaluates the Associate Vice Chancellor of Human Resources and Senior Directors. Ensures effective communication methods are utilized for Human Resource programs. Coordinates preparation of reports to the Board of Trustees related to personnel recommendations. Serves as a member of the Chancellor's Executive Cabinet. Minimum Qualifications: Master's degree from an accredited institution in Human Resources or related field. Minimum of 5-7 years of experience in employer-employee relations, including human resources functions. Knowledge and Abilities: Knowledge of human resources management principles and practices. Knowledge of state and federal laws related to human resources management. Ability to effectively communicate and apply interpersonal skills. Desirable Qualifications: Experience as a Chief Negotiator or Chief Human Resources officer. Demonstrated experience in collaboration with employee labor unions.
