The newly created Pennsylvania State Board of Higher Education (SBHE) has an exciting opportunity to join our dynamic team as a
Director of Information Systems and Strategic Analysis . Our services are designed to provide the capacity and the support needed for the Commonwealth's higher education sector to work together to meet critical state goals and strengthen the sector and its effectiveness overall.
Work closely with the Executive Director and the State Board of Higher Education to support system-wide efforts to create, maintain, and enhance one or more comprehensive data systems and direct the effective analysis and communication of results to a broad array of stakeholders.
Work is integral in ensuring that the board has the capacity to inform its policymaking with robust analysis, and that stakeholders have access to a broad range of information regarding the higher education sector as a whole. The director will also develop evidence-based policy recommendations for the SBHE.
Responsibilities: Ensure all data and information systems, analysis plans, and reports are aligned with the needs of the board. Provide expert policy recommendations to the Executive Director based upon robust statistical analysis. Lead the development of a comprehensive data system that will provide the SBHE with the information and capacity to track a broad range of student and institutional outcomes. Consult with and partner with various state agencies as necessary to ensure alignment with all existing state policies relating to data and information systems. Develop, select, and implement data analysis strategies, policies, and procedures. Determine which data sources and analysis strategies are needed for policy development. Lead and manage strategies to identify and leverage relevant external data (IPEDS, CSRDE, NSSE, Alumni Survey, College Scorecard, etc.) to ensure robust analysis that will lead to strong policy recommendations. Work with legal experts to lead the development of a range of MOUs, firewalls, and usage guidelines to ensure data security. Develop and enact board policy related to the accurate and timely submission of all federal IPEDS reporting on behalf of higher education institutions. Provide, lead, and manage trainings and presentations to colleges, universities, and other internal and external constituents.
Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Telework:

QUALIFICATIONS: You must have demonstrated expertise in implementation of data systems that support robust analysis. You must have knowledge of and demonstrated expertise in the principles and practices of state and/or systems-level postsecondary data systems. You must have demonstrated expertise and knowledge of best-in-class postsecondary data systems. You must have experience with institutional-level data systems and existing data collection requirements. You must demonstrate excellent written and oral communication skills and analytical abilities. You must have experience translating complex analyses to multiple audiences. You must have the ability to identify and analyze relevant data and information to inform SBHE recommendations and policy. You must be able to perform essential job functions.
Legal Requirements: A conditional offer of employment will require submission of criminal history reports. You must pass a background investigation.
