To regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.

Description of Job

POSITION SUMMARY:

This TEMPORARY position will provide technical expertise and project management support to (1) implement a Ground Water Protection Council (GWPC) inspection prioritization process and application, (2) migrate the ECMC online map application (MapGuide) to DNR’s new technology platform (ESRI), and (3) assess need to update Rule 411a Surface Water GIS data.

Duties include but are not limited to:

Implementation of Ground Water Protection Council (GWPC) inspection prioritization process and application:

Use expert knowledge of ECMC agency data and inspection process to help facilitate a successful implementation

Act as the primary contact for project-related communication with GWPC vendor

Facilitate configuration and integration of ECMC SQL database with GWPC vendor application

Ensure technical goals and objectives of project are met and follow project timeline

Migration of ECMC online map application to DNR ESRI platform:

Help inventory current map application data layers, tools, and application functionality

Using specific knowledge of ECMC data and GIS technical expertise, help GIS Staff confirm requirements for the new ESRI environment and architecture

Evaluate the need for and help create new ECMC map viewers and storyboards

Provide QA testing of the new map application

Help train and create documentation as applicable

Assess need to update Rule 411a Surface Water GIS data:

In coordination with ECMC Environmental & GIS staff, assess need to update Rule 411a Surface Water Layers

If updated needed, help develop plan for update

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Basic Requirements:

Bachelor's degree in Geographic Information Systems, Geography, Geology, Environmental Sciences, Engineering or in another field of study related to the work assignment AND two years of professional experience with GIS, at least one year of which must have included developing new GIS tools and datasets.

Preferred Qualifications:

Knowledge of SQL databases.

Experience with oil and gas spatial and non-spatial data, and data management best practices.

Experience with specialized GIS applications, data and mapping.

Familiarity with GIS workflows, ETL tools, and Python.

Experience providing training and technical support in the use of GIS tools and maps.

Knowledge of oil and gas including geology, well construction, and land related issues.
