Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Deputy Chief of Staff Information Management (DCSIM), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities JOB SUMMARY: The purpose of this position is to direct administrative services in support of widely dispersed professional, technical, military and support personnel of the National Guard statewide. The responsibilities of the branch are accomplished through a staff of less than 3 subordinates. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Plans, programs, directs and coordinates the administrative functions of the state National Guard (NG). Coordinates all administrative functions within the operating components of the state to provide the most effective support; forecasts problems and needs, identifies required resources to include budget, and develops staff facilities and procedures to carry out the resulting program; provides leadership in negotiating with operating personnel and in securing acceptance of proposed programs. Plans and assigns work to be accomplished within the branch. Conducts studies and surveys, analyzes data in order to recommend the selection and utilization of the most efficient equipment and supplies associated with records management activities. Serves as Printing Officer and is responsible for managing the state's Federal Printing Program, providing printing services in support of the National Guard state headquarters and subordinate units. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, education or training in administrative, professional, technical, or other work that provided knowledge of support services. Knowledge of administrative methods and procedures used in planning, organizing work, and skill in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience in dealing with management principles and supervisory responsibility for support service functions required by type of position to be filled and the organization involved. Experience planning and directing a variety of clerical operations. Experience using methods and procedural steps, and working under general instructions to meet the objectives of support services programs. KNOWLEDGE, SKILLS AND ABILITIES: Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization, including administrative practice and procedures common to organizations, such as those pertaining to channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Ability to establish rapport and confidence and assess specific problems or situations. Ability to determine effectiveness of support service functions. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-5 through E-6 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Successful completion of 2 years graduate-level education or a master's or equivalent graduate degree is creditable for GS-09. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. This position is represented by the Association of Civilian Technicians, Chapter 98. Under 32 U.S.C. 709, Veterans Preference does NOT apply. MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
