Summary The Bureau of Reclamation, California-Great Basin Region is seeking interested internal candidates to be considered for a professional development opportunity with the South-Central California Area Office! This opportunity is for a detail or temporary promotion, not to exceed 1 year. Location - Fresno, California This is not a remote position. Responsibilities The primary duties of this position are: Managing all activities of supply management and providing logistical supply support, to include special projects. Major functions include procurement, property management, property utilization and disposal, inventory management, and storage to include supporting supply office activities. Responsible for maintaining and/or re-creating sound supply structure that is supported by established business practices. Communicates related correspondence/technical reports and develops factual or regulatory information and data required for program operations. Performs a full range of supervisory duties to include the management, instruction, and training needs of personnel engaged in supply operations, inventory management, procurement, warehousing and materials storage, and distribution/disposal of excess property. Requirements Conditions of Employment Candidates may apply to be considered for detail or temporary promotion. This is a temporary assignment and cannot be made permanent without further competition. To be eligible for a temporary promotion, applicants must meet the minimum qualifications requirements outlined below, to include Time-In-Grade restrictions. Applicants that do not meet the requirements for a temporary promotion may be detailed into this position with no change in pay grade. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than 1 year, are required to meet the time-in-grade restriction of 1 year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). There is no specialized experience or time-in-grade requirement for applicants interested in the detail opportunity. Supervisory Endorsement: Current Bureau of Reclamation employees must supply proof of current supervisory endorsement to be considered for this opportunity. Qualifications Applicants currently at the GS-9 level may apply to be detailed into this position. Applicants currently at the GS-7 level may apply to be temporarily promoted to the GS-9 grade level. Candidates applying for temporary promotion may qualify on the basis of Education, Specialized Experience, or a Combination of both. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service demonstrating experience planning, administering, and coordinating a supply/property management program or a similar program (e.g., inventory management, distribution/storage management); experience controlling, managing, and procuring supplies and property; conducting surveys and inventories, recommending actions to eliminate problems, interpreting regulatory and directive supply/property guidance, and advising on storage and distribution operations.
