Duties
  • Works independently or under the direction of the lead Management and Program Analyst on initiatives designed to effect improvements in production processes or managerial control- processes.
  • Develops, evaluates, and recommends improvements to management policies, practices, organizations, functions, operating procedures, manpower utilization, controls, and structure.
  • Provides support in civilian personnel issues to NHTP. Assists and provides oversight, continuity of service and facilitates a smooth workflow.
  • Serves as the central point of contact (POC) for civilian personnel administrative services.
  • Responsible for the quality and timeliness of completed work products.

  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes experience: 1) performing operational audits for manpower utilization; and 2) applying analytical and evaluative techniques to make recommendations for optimization of manpower resources.

OR

Education: Successfully completed a master or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, human resources management, finances, or operations management (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: Specialized experience as described above but less than one year; And I have at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of requirements that I meet, and the total is at least 100% to compute percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus18) by 18. Add the two percentages. The total percentage must equal 100% to qualify. Note you must attach a copy of your transcripts.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education
