Norfolk Police Academy:

Police Recruits will participate in a 25-26 week academy training program to successfully complete the Virginia state certified police officer training at the Norfolk Police Academy. The Academy will provide recruits with classroom training, physical fitness and police situation simulation training.

We conduct three (3) academy classes per year. Because we recruit on a year-round basis and offer testing several times per year, we process applications in the order received for the next available academy class, typically scheduled in April, August, and December each year.

Upon academy graduation, recruits receive a career progression to Police Officer and an increase in salary to $53,942.

In addition to annual pay increases authorized by the Norfolk City Council, Police Officers may be eligible for competitive career progression:

* Police Officer, starting salary - $53,942

* Master Police Officer, starting salary - $59,621

* Police Sergeant, starting salary - $70,059

* Police Lieutenant, starting salary - $86,014

* Police Captain, starting salary - $96,782

* Assistant Chief of Police, starting salary - $115,417

* Attends and completes the state-certified Basic Recruit Training course conducted by the Norfolk Police Training Academy.

* Performs limited, non-hazardous Police functions.

* May perform covert investigations designed to infiltrate, gather intelligence data, identify criminal activity and result in arrest and prosecution.

* Must be able to perform the physical aspects and meet the requirements and tests prescribed by the City's Civil Service Commission.

* Must have the ability to communicate effectively, both orally and in writing.

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

No experience required.

Other Requirements:

* Must possess a valid Driver's License (prior to employment start date).

* U.S. Citizen (born or naturalized).

* Must be at least 20 years and 6 months of age at the time of application with the City of Norfolk.

* Must successfully pass all entry level testing and assessments.

* All copies of certifications and licenses must be attached to your application *

* Valid Driver's License (prior to employment start date).

* Complete and recent (generated within 1 year of application date) Department of Motor Vehicles (DMV) report from the state in which you are licensed. This report should show driving history. This needs to be a complete report, the end of the document should read, "This ends transmission" or "End of record."

* Completed Authorization for Release of Information Form, via the link provided. This form must be notarized.

* Completed Credit Authorization Form, via the link provided. This form must be notarized.

* Free Notarization Option for both forms: Please contact Police Recruiting to set up an appointment to have your form notarized free of charge.

* High school diploma or GED certification. Proof of a higher education diploma is also acceptable.

* DD 214 long form that shows discharge information, if applicable (prior military only).

* Completed Military Waiver Form, via the link provided, if applicable (prior military only).

* Birth Certificate or valid U.S. Passport (for proof of citizenship.) Please see the below information if you were not born in the U.S.

* If you are the child of a U.S. citizen parent and you were born outside of the United States, your citizenship depends on the law that was in effect when you were born. In most cases, you will need to show evidence that at least one of your parents was a U.S. citizen and lived in the United States or its possessions for a period of time. To obtain recognition of citizenship, you may attach one of the following documents to your employment application:

* Form FS-240, Consular Report of Birth Abroad (Form N-600), Certificate of Citizenship. For Naturalized or derivative citizens, please attach your Original Certificate of Naturalization, or Certificate of Citizenship.

Automatic Disqualifiers:

The following automatic disqualifiers will result in the immediate discontinuance of your employment application being processed:


Criminal Conduct:

* Conviction of drunk driving or driving under the influence within the three years of applying.

* Conviction of hit and run (personal injury involved).

* Conviction of hit and run (property) within three years of applying.

* Conviction of any offence involving moral turpitude, including concealment, bad checks, embezzlement, and or perjury. Larceny conviction within three years of applying.

Driving Record:

* Driver's license suspension within the past 12 months because of moving violations (misdemeanors or traffic infractions).

* Extensive moving violation (misdemeanors or traffic infractions) convictions (resulting in more than 10 Department of Motor Vehicles demerit points).

Use of Narcotics or Drugs:

* Any use of a controlled substance listed in Schedule l of the Code of Virginia. (Includes Heroin, LSD, MDMA, etc., excludes the use of marijuana).

* Any non-medicinal use of a controlled substance listed in Schedule II of the Code of Virginia (includes Cocaine, Hydrocodone, Oxycodone, Methamphetamine, PCP, etc.) within five years of applying. Any non-medicinal use of such substances older than five years before applying shall be an automatic disqualifier if it involved more than minimal experimentation.

* Any non-medicinal use of a controlled substance listed in Schedules III-VI of the Code of Virginia (includes illegal steroids, huffing, etc.) or any noxious chemical inhalant, within six months of applying.

* Any use of marijuana or hashish after applying.

* Any substantiated illegal act arising from the possession, sale, manufacture or distribution of any narcotic, controlled substance, or dangerous drug, as defined by state, or federal law, except the use of marijuana before applying.

Military:

* Dishonorable discharge from the military.

Honesty:

* Deceit or dishonesty in the application or examination process.

Overview of Process:

Applicants must successfully complete the following steps.

* Personal History Booklet - used to gather information of your personal history.

* Physical Agility Test - events designed to simulate typical work-related situations, that require the ability to perform specific physical activities.

* Obstacle Course completed in 2 minutes and 45 seconds

* Recommended Training Program for Applicants

* Psychological Examination - using the Minnesota Multiphasic Personality Inventory Test (MMPI), used to assess personality traits and psychopathology, provided at City expense.

* Background Investigation - involves obtaining and verifying information related to prior employment, drug usage, personal and professional references and criminal records, DMV records and credit records.

* Polygraph Examination - used to verify the background data disclosed in the Personal History Booklet and employment application, provided at City expense. Deception noted in the areas of the automatic disqualifiers may prevent further processing of your application.

* Medical Examination - includes medical physical and drug screen, provided at City expense.

Tobacco Use:

Selected candidates will be required to sign an acknowledgement indicating that they will refrain from using tobacco products, both on and off-duty.

Signing Bonus:

This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period and/or recruit academy. To receive the signing bonus, you must be an active employee in good standing.
