GENERAL PURPOSE
Assumes responsibility for the operation of heavy duty maintenance and construction equipment on public works construction, maintenance and demolition projects.
SUPERVISION RECEIVED
Works under the close supervision of the Superintendent, Assistant Superintendent, and/or Foreman.
SUPERVISION EXERCISED
May occasionally supervise crew as needed or assigned.
Presence in the workplace on a regular basis is required to accomplish the essential functions, regular attendance MUST be maintained.
Operates three or more of the following pieces of heavy duty equipment: trackhoe, motor grader, bull dozer, gradeall, front-end loader, haul-type truck or heavy duty dump of twenty (20) yard capacity or more, and other heavy duty construction, maintenance, and demolition equipment.
Operates equipment for the purpose of ditching, leveling, and smoothing to grade on maintenance and construction projects; hauling, dumping, and/or spreading of material.
Assigns and supervises the work of unskilled and semi-skilled workers, on occasion, in routine maintenance and minor construction activities related to public works and utilities field operations.
Instructs and trains assigned workers in equipment used; regularly services equipment; reports repair needs.
Makes routine repair and adjustments on equipment used.
Performs strenuous manual labor, as necessary.
Pickup trash/debris and clean up City owned properties.
Perform storm cleanup of trees, limbs, etc.
Inclement weather preparations.

Performs all other functions as assigned by the Superintendent, Assistant Superintendent, Foreman.
MINIMUM QUALIFICATIONS
Education and Experience:
(a) Five (5) years experience in the safe and efficient operation of heavy construction and maintenance equipment.
(b) Any equivalent combination of education and experience.
Necessary Knowledge, Skills, and Abilities:
(a) Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities; working knowledge of the practices, methods, materials, and tools used in modern equipment maintenance.
(b) Skill in the operation of listed tools and equipment.
(c) Ability to maintain effective preventive maintenance programs; ability to establish and maintain effective working relationships with employees, supervisors, and the public.
(d) Ability to learn to use survey equipment and read blueprints.
SPECIAL REQUIREMENTS
A valid State Class A driver's license (no restrictions allowed).
TOOLS AND EQUIPMENT USED
Power and hand tools, and equipment for vehicle and mechanical system work; tools required for minor repairs and routine maintenance of motorized vehicles; portable radio; heavy-duty construction, maintenance, and demolition equipment.

The City of Texarkana, Texas provides three weeks of paid vacation and three weeks of paid sick leave per year as well as 13 paid holidays per year.
Retirement benefits are through the Texas Municipal Retirement System with the City contributing at a rate of 2 to 1 and the employee contributing 7% each paycheck to TMRS. Employees are vested after five years and may retire after either twenty years of service at any age or at age 60 as long as they are vested.
Retirement benefits for the Fire Department are paid through the Firemen's Relief and Pension Fund and employees are eligible to retire after twenty years of employment.
A voluntary 457 deferred compensation program through MissionSquare is also offered to all City employees.
The City of Texarkana, Texas provides health, dental, and vision insurance to its employees at a minimal cost. Life insurance equal to one times your annual salary is offered at no cost to the employee with supplemental life and dependent life insurance also available but is paid by the employee.
