Landfill Heavy Equipment Operator
(Waste and Recycling)
Pay Range: $24.18/hr. - $35.07/hr. / $50,294.40 annually - $72,945.60 annually
$1000.00 Sign on Bonus available.

MAJOR FUNCTIONS
This is a senior-level and highest front-line operator position at the landfill, responsible for the safe operation of heavy equipment at a landfill, recycling center and/or transfer station facility for the purpose of spreading, covering, transferring, loading and/or compacting waste or soil in an efficient and safe manner. Employees in this position perform work in a demanding environment, exhibiting a considerable level of physical and mental dexterity, while also meeting and/or exceeding the Division's performance standards. Employees will perform their duties in cooperation with other operators, field specialists, support staff, and supervisors.
ILLUSTRATIVE DUTIES
Perform work in a landfill, recycling center, or transfer station facility, which may include the disposal/handling of non-hazardous and hazardous waste, excavation and transportation of soil and other materials, and interaction with customers, third-party contractors, or other parties as directed by the employee's supervisor. Operate heavy equipment (possibly) during periods of inclement weather, reduced lighting, and other conditions that may increase the demands on the employee. Perform all tasks while utilizing any/all facility required safety and personal protective equipment (PPE).
EQUIPMENT OPERATION
The landfill heavy equipment operator may be required to operate any/all of the following equipment in a safe and effective manner within a high-paced environment:
Primary Landfill Equipment
Safely and efficiently operate heavy equipment in support of the facility operations, which may include landfilling waste, excavation and hauling of materials, maintenance of site roads, cover operations, support of customer convenience areas, and site maintenance.
Perform day-to-day field operations, utilizing the provided equipment and best management practices, in a manner consistent with state and local requirements, utilizing the provided equipment and best management practices. Assist in the implementation and improvement of the site's operations plan to ensure compliance with all applicable permit requirements.
Maximize airspace through the implementation of the facility's waste placement, compaction, and other best management practices. This includes the placement and compaction of waste in, specified lifts, utilizing the landfill dozer and compactors in compliance with the facility's
operation plan.
Excavate, haul and place cover materials on previous disposal areas to ensure compliance with all permit and operational plan requirements. This includes areas located on exterior 3:1 ratio (three feet horizontal and one foot vertical) and interior slopes no greater than 4:1 ratio.
Provide and maintain proper facility access and tipping floor areas to ensure safe and timely operations. Construct and maintain berms and drainage systems, temporary and permanent, in a first-class manner to ensure environmental compliance and prevent storm water from creating leachate.
Improve the appearance of the site continuously by assisting with litter prevention, control and collection.
Perform pre/post-operation equipment inspections in accordance with facility policy to ensure the safe and efficient operation of the heavy equipment. Clean equipment cabs, trucks, wheels, etc., daily, to ensure operational uptime and safety. Perform and assist in light maintenance and
service on assigned equipment and vehicles.
Assist in the mentoring and development of other facility operators and/or future operators. Serve as a shift or team leader in supervisor assigned tasks and projects. Acts in a professional, courteous, and cooperative manner toward customers and co-workers; works with a sense of honesty and trustworthiness.
Perform related duties as required to ensure continuous safe and efficient operation of the facility.
KNOWLEDGE, ABILITIES AND SKILLS
Proficiency in the operation of heavy equipment and understanding of facility operations; Demonstrable skills and knowledge to ensure safe and efficient operations at the facility; Physical, developmental, and mental ability to perform assigned job tasks, work efforts, responsibilities, and duties; Knowledge of the operation, maintenance, and use of assigned equipment.
Advanced knowledge of landfill, recycling centers and/or transfer station operation and master construction concepts, including ability to read and understand engineering drawings/plans; Ability to follow plans of construction and maintenance of access/haul roads;
Ability to work flexible hours and days, under various weather and environmental conditions, to ensure safe and efficient operations of the facility; Ability to adhere to work schedule and follow through on challenges as they arise.
Ability to adhere to facility policies and rules set forth; Ability to be a leader in promoting the facility's safety standards and not take inappropriate risks; Effective storm-water management techniques to minimize leachate production.
Ability to obtain/complete the State of Florida Landfill & Transfer Station Operator Certification; Demonstrate knowledge retention as it relates to Federal/State/County laws, ordinances and permit regulations.
Ability to lead a team in support of facility goals and objectives; Ability to follow through on all assignments and tasks. Ability to adhere to work schedule and follows through on challenges as they arise. Ability and skills to display a feeling of pride in work and achieve all goals;
Ability to demonstrate equipment uptime optimization through general troubleshooting of potential maintenance failures during the performance of operation; Ability to demonstrate landfill density and landfill grades as they relate to short-term and long-term gains/losses in cell development;
Outstanding customer services skills to meet and exceed the division and customers' expectations, acting in a professional, courteous, and cooperative manner toward customers and co-workers; Demonstrate continuous effort to improve operations, decrease turnaround/cycle times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service;
Outstanding time management skills to ensure assigned responsibilities are completed in an efficient and safe manner; Demonstrable ten (10) plus years of effective skills operating heavy Demonstrable ten (10) plus years of effective skills operating heavy equipment in a demanding environment, while being assigned progressively more difficult job responsibilities (or equivalent experience).
MINIMUM QUALIFICATIONS
Must have a minimum of ten (10+) years' progressive job responsibilities working at a landfill and/or transfer station processing a minimum of 2000 tons of municipal solid waste per day effectively operating heavy equipment in a production role at a worksite regulated by OSHA, and have seven (7+) years' direct first-class experience in constructing landfill cells and slopes utilizing a landfill compactor and/or landfill dozer in the active tipping and disposal areas of a landfill, recycling center and/or transfer station in a lead role (or equivalent experience).
Experienced in the effective management during a natural disaster debris recovery and
processing for tonnages exceeding 2000 tons per day.
Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
SPECIAL REQUIREMENTS
Must have and maintain a home telephone or immediate access to communication to and from workplace at time of employment.
Must obtain and maintain University of Florida TREEO Center Landfill Certification within 12 months of employment. (Passing score on required exam is 70%, continuing education credits required annually to maintain this certification).
SPECIAL PREFERENCES
Private Industry Experience - landfills, transfer stations, collections, and recycling
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
