PRIMARY RESPONSIBILITY:

This position reports directly to Human Resources and works in collaboration with the Sr. Directors of Developmental Services and Early Childhood Programs. HR Associate is responsible for the coordination and management of recruitment and hiring for these programs. Recruits, screens and manages the hiring process and on boards new applicants. Assists with staff retention through the coordination of staff recognition events and identifying and coordinating staff training. Position requires in-depth knowledge of agency and program policies and strong administrative, communication and interpersonal skills. Requires a high degree of enthusiasm, engagement skills, accuracy, organization and considerable ability to assume responsibility and to exercise independent judgment.

GENERAL DUTIES AND RESPONSIBILITIES:

Can perform independently any office function related to program services

Acts as a resource for managers, supervisors and employees within the programs

Work is subject to the general direction of Human Resources and the Senior Directors of programs

RESPONSIBILITIES/ DUTIES:

  • Must be enthusiastic, focused on engaging applicants and team building
  • Works in collaboration with the Director of Human Resources/Senior Directors, to administer the human resources functions including but not limited to:
    • Recruitment Process
    • Interviewing
  • Conducts exit interviews and monitors trends on general human resources issues such as turnover, length of stay for staff, etc.
  • Assist with the explanation of employee benefits and coordinating any changes needed with the HR Department as needed
  • Maintaining and updating personnel files as well as the personnel files of program employees to ensure they are consistently maintained in a standardized manner that is consistent with Agency policy, legal requirements and accreditation standards. All personnel files will be located at Central Office.
  • Tracks, collects and analyzes human resources data to ensure compliance standards in the area Human Resources are being met and prepares reports and documents as needed
  • Responsible for conducting, tracking and coordinating the training programs for program employees. This includes scheduling, notifying and monitoring attendance at mandated trainings. Ensuring that there will be no lapses in re certifications and that all training is done in timely manner so that staff remain up to date with required trainings
  • Perform additional duties as assigned

QUALIFICATIONS:

Associates degree or business school plus one year related experience or high school graduate and equivalency and 2 years related experience and knowledge of appropriate computer software.

Proficient in Microsoft environment, notably Word, Excel, Outlook and Teams.

Proficient in use of other office equipment such as copier, fax, etc.

Proficient written communication skills. Must possess good grammar, spelling, and punctuation, computer and mathematics skills.

Must have general knowledge of the clients served by the programs in which she/he is recruiting

Exceptional interpersonal and communication skills, ability to engage applicants

Ability to handle multiple projects simultaneously, with excellent organization skills.

Must be able to work effectively and independently in a fast-paced environment.

Knowledge of laws and regulations governing employment in the State of Connecticut

Ability to interpret and apply agency policies in a consistent manner

Ability to maintain confidential information

Ability to identify and resolve problems in a timely manner. Gather and analyzes information and develop alternative solutions

Demonstrates accuracy and thoroughness, looks for ways to improve and promote quality

If required to drive, candidate must be at least 21 years of age and possess a valid Connecticut Driver's License along with proof of insurance and vehicle registration.

Applicants will be subject to criminal and driving history background checks. Drivers History completed annually.

The HR Associate works in both indoor and outdoor settings. Frequent lifting and/or carrying objects and/or individuals is required. Standing, sitting, stooping, kneeling, bending, balancing, walking, running, pushing, pulling, and traveling may be required.
