Job Summary
The Manager of HR Operations oversees the daily operations of the Human Resources department to ensure consistent delivery of HR services and programs across the organization.
This role is responsible for leading HR procedures, ensuring compliance with labor regulations, and implementing strategic initiatives to enhance operational efficiency and employee engagement. The Manager of HR Operations will work closely with senior leadership to align HR strategies with organizational goals, foster a positive workplace culture, and support the overall employee experience.

Salary/Benefits: The salary for Manager of HR Operations is $72,000.00 - $75,000.00 per year, plus benefits. UTEC offers a competitive benefits package that starts with 4 weeks of vacation (3 standard for all new employees and a week of agency-wide wellness closure between the Christmas and New Year holidays), 12 holidays, 10 sick days, 2 personal days, and health, dental and vision insurance. We also offer life insurance, first time homeowners support, an annual cost of living increase, a 401-K retirement plan, a $1,200- $1,800 annual wellness fund, and professional development support. With time, benefits grow to include up to 6 weeks of vacation, 80% coverage of employee health and dental insurance costs and availability for a 3 week sabbatical.

Key Responsibilities
HR Operations Management:
- Oversee and manage the day-to-day operations of the HR department, ensuring efficient service delivery and adherence to company policies and procedures.
- Develop, implement, and continuously refine HR practices, and programs to support organizational objectives and foster a positive work environment.
- Manage HR systems and technologies to streamline processes, improve data accuracy, and enhance the overall employee experience.
- Ensure compliance with all federal, state, and local employment laws and regulations, and oversee the implementation of corrective actions when needed.
- Oversees internal audit plan
- Partner with senior leadership to align HR strategies and initiatives with business objectives and the company’s long-term goals.
- Lead HR projects and initiatives
- Develop and manage HR metrics and reporting tools to measure and evaluate the effectiveness of HR programs and identify areas for improvement.
- Support the development and implementation of talent management programs, including workforce planning, talent acquisition, onboarding, employee development, and retention strategies.
- Conduct regular assessments of compensation practices and benefit offerings, providing recommendations for updates or changes to maintain competitive advantage.
- Foster a collaborative and inclusive team culture that encourages innovation, accountability, and a focus on delivering exceptional HR services.
- Identify and implement opportunities for continuous improvement in HR processes and systems to enhance efficiency and employee satisfaction.
- Stay current with HR trends and best practices, bringing forward innovative ideas to enhance HR operations and contribute to the company’s strategic goals.
Qualifications
- Skills:
- Strong understanding of HR laws, regulations, and compliance requirements.
- Demonstrated experience in managing HR operations, policies, and employee relations.
- Proficiency with HRIS, ATS, and other HR technologies.
- Exceptional communication, interpersonal, and conflict-resolution skills.
- Ability to build strong relationships and work collaboratively with employees at all levels.
- Strong project management and organizational skills.
- Analytical mindset with the ability to leverage data for decision-making.
