Duties

The primary duties of this position are:

* Conducts continuing studies and analyses of work processes, functions, and procedures pertaining to the efficiency and effectiveness of administrative support activities throughout the Region.

* Analyzes information, develops, and implements new or amended office procedures for secretarial and administrative staff throughout the Region.

* Develops and recommends Reclamation-wide procedures affecting the administrative support profession across Reclamation through membership in various Reclamation committees.

* Serves as personal advisor, assistant and consultant to the Regional Director on executive administrative matters.

* Develops strategies for internal and external integration of day-to-day and long-range projects and activities requiring involvement of the Regional Director, ensuring an efficient use of time.

* Anticipates the Regional Director's needs and requirements and plans the appropriate response in a seamless way that provides exceptional service and support.

* Researches and coordinates with Regional staff in order to perform executive level travel, VIP's, major events, social activities, and speeches.

* Serves as liaison to the Human Resources Office in identifying actions warranting special recognition, and arranges awards and recognition presentations.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-9 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-7 level in federal service having demonstrated experience serving as a personal assistant to a manager; controlling the manager's activities schedule, setting up appointments, accepting and declining invitations to meetings, and arranging for representation by a subordinate official; coordinating and assembling background information for meetings and composing correspondence; planning itineraries and schedules for travel, ensuring transportation and accommodations reservations are arranged and the preparation and submission of travel vouchers are complete. These examples are not all inclusive. You could otherwise qualify on the basis of Education having a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications.

To qualify at the GS-11 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience serving as a personal assistant to a senior level manager, defining and developing work processes and procedures to improve the efficiency and effectiveness of administrative support activities; controlling the manager's activities schedule, setting up appointments, accepting and declining invitations to meetings, and arranging for representation by a subordinate official; anticipating, coordinating, and assembling background information for meetings without direction and shifting secretarial staff in subordinate units to accommodate fluctuating workloads; composing correspondence based on knowledge of supervisor's views and desires; planning itineraries and schedules for travel, ensuring transportation and accommodations reservations are arranged and the preparation and submission of travel vouchers are complete. These examples are not all inclusive. You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or anLL.M., if related. You may combine specialized experience and education to meet the minimum qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy announcement allows substituting education for experience.
