Position Overview
Under general supervision, processes the City's accounts payable and procurement card functions. Additionally, performs routine and non-routine work related to timely and accurate monthly and annual financial presentation of payable data using general accounting theory. Responsible for performing a variety of duties related to the functions of accounting of payables, including financial systems operations, data analysis, balancing, reconciling, and audit preparation. Provides support by compiling reports, creating and preparing spreadsheets for special projects and providing assistance and information on financial and accounting issues.

This position focuses on accounts payable and procurement cards; however, responsibilities are not limited to these accounting areas.
Essential Job Functions

Maintain working knowledge of accounts payable and procurement card system processing. Complete audit processing, bi-weekly processing and posting of accounts payable check runs and procurement card transactions by scheduled deadlines. Provide customer service to vendors regarding payment inquiries.

Ensure proper reconciliation and substantiation of general ledger and service vendor accounts. Active with performing month-end accounting closes by reviewing and verifying that appropriate data has been captured. Review accounting procedures to identify inefficiencies or inadequacies and makes recommendations for improvements. Design, develop and maintain accounting reports, recommending changes in methods or procedures when appropriate. Provide expertise to departments on accounts payable and procurement card accounting and procedural matters.

Active in preparation for the annual audit and Annual Comprehensive Financial Report (ACFR) by performing year end payable accruals, reviewing, reconciling, compiling and evaluating payable records and preparing related year-end audit work papers and supporting schedules. Prepare and distribute annual 1099s and complete the required file submission to the appropriate government agency.

Provide back up support in the absence of the payroll accountant to perform complex bi-weekly and semi-monthly payrolls and other essential duties of that position. Document and maintain internal controls. Maintain written desktop procedures of assigned job duties. Perform special projects and additional tasks as assigned. Responsible for regular, on-time attendance.
Minimum Requirements

High School Diploma or GED and two years of experience related to accounting required, or an equivalent combination of education and experience. Municipal government experience preferred.
Other Requirements

A valid driver's license is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.
