Classification: Full-Time Non-Exempt
Hours of Work: Monday through Thursday 7:30 a.m. to 5:30 p.m. and Friday 7:30 a.m. to 11:30 a.m.
Salary: $50,000

Departmental Summary:
The Finance Department, in all accounting and finance functions, is committed to managing the City's resources in an efficient, effective, and responsible manner. This requires the finance staff to have and maintain high degrees of organization, self-discipline, responsibility, initiative, and integrity.

General Purpose:
Under general direction, the purpose of this position is to perform a variety of accounting support duties in the preparation, maintenance, and processing of accounting records and transactions, including accounts receivable, accounts payable, and general ledger transactions; in addition to balancing and maintaining manual and computerized accounting and financial records; and performs related work as required. In addition, the position will perform a wide variety of complex clerical and administrative duties that will require a working knowledge of city administration operations, proficient computer skills, and a strong ability to multi-task.

Reporting Relationships:
General supervision is provided by the Finance Director.

Position Type/Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday through Thursday 7:30 a.m. to 5:30 p.m. and Friday 7:30 a.m. to 11:30 a.m.

Examples of Duties:

  • Full Cycle A/P Processing.
  • Prepares and posting of account receivable deposits from multiple departments.
  • Assists in annual audit, including providing requested files and information.
  • Administrative support.
  • Review department line-item allocations for reasonableness and accuracy with budgeted funding and consistency with chart of accounts.
  • Implementation and maintenance of Purchasing Module.
  • Documents accounting policies and procedures as assigned.
  • Provides accurate and timely responses to data requests.
  • Assists and directs citizens with questions requiring knowledge of the City of Melissa in person or by phone.
  • Ordering and Stocking Office Supplies.
  • Daily General Mail Processing.
  • Regular consistent attendance for the assigned work hours is essential.
  • Contribute to the continuous improvement of the organization; both financially and operationally.
  • Supports the relationship between the City of Melissa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information.
  • Contribute to team effort by performing other duties as assigned.

Minimum Qualifications
1. Education and Experience
a. High School Diploma or GED
b. Associates degree in accounting preferred.
c. Two (2) years of Accounts Payable and General Ledger experience required.
OR
d. Any combination of education and experience which would provide the applicant with the desired knowledge, skills,
and ability required to perform the job.
2. Must possess a valid Class "C" driver's license prior to employment.
3. Advanced proficiency in Microsoft Office (i.e. Word, Excel, PowerPoint, Publisher, and Outlook)

Required Knowledge, Skills, and Abilities
Knowledge of: Overall accounting functions and operations of the city; Organization and operation of municipal government; Principles and practices of budgets and administration; Principles and practices of accounting; Principles and practices of customer service; Principles of business letter writing; Policies and procedures of the assigned department; English usage, spelling, grammar, and punctuation; Methods and techniques of data collection, research, and report preparation; Modern office procedures, methods and equipment including computers and supporting applications; Principles and practices of record keeping and records management.

Skill in: Interpersonal relationships, initiative, resourcefulness, creativity, and problem solving; Advanced office procedures and in the operation of standard office equipment, including computer keyboard, 10-key data entry; Advanced proficiency in Microsoft Office (i.e. Word, Excel, PowerPoint, Publisher, & Outlook); Excellent customer service; and time management.

Ability to: Work independently in absence of supervision; Respond to citizen inquiries politely; Understand and carry out oral and written directions; Communicate clearly and concisely, both orally and in writing; Keep confidential information confidential; Establish and maintain effective working relationships with those contacted in the course of work; Handle money accurately; Edit and proofread documents accurately; Exhibit regular and punctual attendance; Exercise judgment, decisiveness and creativity in situations involving a variety of general duties which are characterized by frequent change; Bend and reach to file, classify, categorize, prioritize and/or analyze data and/or information; sustain sedentary to light work which may involve some lifting, sorting, carrying objects and materials of light to medium weight (5-20 pounds).
