Position: Manpower Support (Manning Analyst)

Location: COMNAVSURFLANT, Bldg D-29, 1751 Morris St, Norfolk, VA 23511

Salary: $29.38 hourly

Schedule: The contractor is responsible for conducting business, between the hours of 0730-1600

Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national

emergencies, administrative closings, or similar Government directed facility closings.

Mandatory Qualifications:

  • Must at minimum have an active Secret Level Security Clearance.
  • Basic knowledge of Navy manning policies and directives, at the individual unit, TYCOM, and Manning Control Authority level. Also required is an in-depth understanding of Navy manning software and database tools, to include COGNOS, ARIS, DRRS-N, and BBD.


Responsibilities:

  • Provide support for development, review, updating, and creation of products that are designed to inform leadership within and outside CNSL on manning trends and statistics for the entirety of the SURFLANT claimancy.
  • Development of weekly products that inform CNSL N1 of current Fit/Fill percentages, CNEC shortfalls, and enlisted leadership gaps utilizing manning and manpower databases, to include COGNOS, MyNavy Assignments enlisted distribution system (MNA), and existing CNSL spreadsheets/trackers.
  • Interface with command representatives and other CNSL staff members to provide updates on current and predicted manning.
  • Provide manning statistics, predictions, and analysis as directed to assist with Manpower and Personnel decision making.
  • Provide training to N1 metrics personnel, coordinate with N1 metrics personnel to provide quality organizational work products and facilitate correction of associated Manpower and Personnel data/metrics projects to ensure data integrity.
  • Weekly COGNOS downloads for all CNSL Cruisers, Destroyers, and Amphibious ship snapshots.
  • Weekly update to the Commander depicting manning trends, troubled CNECs, and deployer/Optimized Fleet Response Plan (OFRP) Fit/Fill/CNEC Fit numbers, Chief Petty Officer gaps, CNEC shortfalls, and mitigating actions.
  • Research the N1 sections of the Weekly Readiness Brief. Validate accuracy of ship provided information and subsequently provide a brief to N1 ACOS in preparation for the Weekly Readiness Brief to CNSL.
  • Updated Fit/Fill numbers on the weekly CNSL Fit/Fill document. Report trends to N14/N1.
  • Review, ensure accuracy, and prepare unclassified response options (mitigations) in preparation for the USFFC TYCOM Readiness Brief.
  • Update DRRS-S information monthly and provide it to CNSL N3.
  • Prepare monthly status report briefing and attend USFF Manning TELCON (monthly).
  • Update Deployer Report weekly. Update N14 and N1 boards for reference. Information included that must be accurate is DSTATS, # TEMADDs in/out, FRP phases.
  • Ensure all updated snapshots, and weekly briefs/products are printed out and placed in N1 / N1A reference binders.
  • Assist Manning Monitors with weekly snapshot maintenance and error corrections.
  • When requested, review units reports for MNA Alignment errors, DNEC issues, and PRD/EAOS mismatches.
  • Ensure weekly and end of month Manning Action Tracker (TEMADDs, Cross decks, and Diverts) is updated and accurate. Provide relevant information to USFF monthly.
  • Assist with N1 ship visit slides, Force-Generation slides, and various other requests for deep dives and
  • information from the N1 organization, particularly from the research/metrics perspective.
  • Assist with information for unit DECOM de-manning plans.
  • Assist with Homeport Change manning tracking and research, as directed.
  • Assist with information for redistribution planning, research, tracking, and execution, as needed.
  • Assist with Manning Snapshots and MNA printouts for TYCOM Indoctrination briefs to Prospective Executive Officers and Commanding Officers, as needed.
  • Update monthly documents, as required, and provide them to CNSL and USFFC staff.
  • Assist CNSL ships and shore command Training Officers with information for CNEC and MNA Reviews; assist with information for CNEC school planning and quota acquisition based on results of reviews.
