Job Description:
Keish Environmental is seeking a self-motivated, enthusiastic individual to join our team as Office Engineer/Assistant Resident Engineer. This position works alongside our clients, both in government and private industry, to provide technical inspection of projects under construction or under alteration to ensure adherence to contract documents, plans and specifications.
This position is a FULL-TIME, ON-SITE position in the San Francisco Bay Area, CA and based out of the companys San Jose, CA office. The employee will be required to travel to work sites to attend meetings, conduct inspections, and advise the client daily. The remaining time will be spent working in a client-assigned office in the region. Though some remote work may be considered, this not a work-from-home position. Additionally, periodic trips to client offices outside the San Francisco Bay Area may be required approximately one-two times monthly. Construction management is driven by the project, and while typical Monday-Friday work schedules are the norm, work will be required on weekends, swing shift, and nights depending on the established work schedules and shifts.
Relocation assistance will not be available for this position.
Knowledge and Abilities:
- Knowledge of: Materials, methods, and processes used in the construction of wood, steel frame, masonry, and concrete buildings; the work of various building trades; various codes and safety orders applicable to building construction; methods of mixing, placing, and curing plain and reinforced concrete; mortar and grout mixes; forms and shoring; methods of steel frame erection and reinforced concrete construction; nature of soils and soil compaction techniques; plumbing, heating, ventilating, air conditioning, and electrical work.
- Ability to: Detect poor quality building material and workmanship utilizing visual inspection with knowledge of industry standards, code requirements, and test results; read, understand, and detect deviations from plans and specifications by inspection; perform and interpret results from field tests; calculate material quantities; analyze situations accurately and take effective action; keep records of time and materials; prepare correspondence and write clear and comprehensive reports.
- Other Characteristics: Keenness of observation and physical endurance/stamina (ability to twist, turn, stretch, reach, climb, pull, and sit and stand for long periods of time a comfortable full range of motion, and to carry weights of up to 30 lbs.).
Duties:
- Required to independently perform construction contract project oversight of buildings and infrastructure facilities including periodic inspections. Oversee and manage the construction technical documents needed to administer projects and coordinate with a team of construction inspectors on projects of varying complexity. Specific responsibilities include:
- Review and approval of Requests for Information (RFIs) and Submittals as well as tracking.
- Track the working days in the field as well as the crews.
- Confirm Labor Compliance including turning in Weekly Listings and Weekly Statement of Working Days each week.
- Perform jobsite inspections and prepare daily diaries as needed.
- Review and approve Lane Closures as well as enter in closures.
- Review inspector diaries for accuracy and quantities.
- Change order process from beginning to end. Attended change order negotiation meetings.
- Track the project budget/contingency and report to Resident Engineer/PM.
- Inspect for SWPPP implementation and maintain all SWPPP documentation.
- Perform weekly SWPPP walks for any corrections.
- Schedule COZEEP and tracked the money spent in the budget for traffic control.
- Maintain and update jobsite drawings for as-builts/red lines.
- Manage Document Controls for the Project and implement the client filing system.
- Attend construction meetings and prepare meeting minutes.
- Manage all project logs including concrete pours, CIDH Pile, Compaction tests, HMA and approved mix designs.
- Create and maintain punch list log towards the end of the project.
- Walk the project and take pre-construction, during construction and post construction jobsite photos.
- Review and approve extra work bills through the client database.
- All preconstruction documents including permits, bonds, execution of contracts and labor compliance documentation.
- Assist with the review and approval of the monthly pay estimate.
- Review quantities submitted by the general contractor for payment. Review against inspector diaries.
- Manage all close-out and punch lists at the end of the project.
- Proficient in software tools including MicrsoftOffice (Word, Excel, PowerPoint, and others); Critical Path Method (CPM) software such as Primavera Project Planner (P3, P6) and SureTrak, or any updated version, as a minimum; Scheduler Analyzer Pro; and Microsoft Project
- Identify, track, and communicate process improvements, wherever appropriate
- Interface with clients, represent the firm to develop the construction management practice, and increase sales with existing and new clients
- Other duties as required by supervisor to meet project and company goals
Minimum Qualifications:
- Experience:
- A documented minimum five (5) years of experience in construction management of highways or major public works projects as an architect's, engineer's, or owner's representative in the full-time technical inspection, supervision, or management of building construction work, OR
- Five (5) years of experience as a construction superintendent on infrastructure highway and major public works projects with responsibility for several crafts.
- Education:
- Bachelors degree in Engineering, Construction Management or a related field from an Accreditation Board for Engineering Technology (ABET) accredited school AND possession of a valid certificate as an Engineer-in- Training issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists (or issued by another jurisdiction and accepted by the California Board in lieu of the first division of the examination as an engineer may be substituted for the required education), OR
- A master's or doctorate degree in a Engineering, Construction Management from a college or university that has a baccalaureate degree program which is accredited by the Accreditation Board of Engineering Technology (ABET).
- Certifications: Current CA Professional Engineer license (preferred) or Engineer-in-Training. Those on the cusp of obtaining certification will be considered on a case-by-case basis.
- Other:
- COVID-19 vaccinations required (medical or religious exceptions granted).
- Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles and a minimum of three (3) years of a clean driving record.
- Authorized to work for any employer in the United States.
- Perform physical labor and movement, including standing, climbing, sitting, and/or lifting. Able to physically transport 20-50 lbs. on a consistent basis.
- Background checks required.
Preferred Qualifications, Skills, Experience:
- Valid Construction General Permit Qualified SWPPP Practitioner (QSP) and/or Developer (QSD) certification
- A resume showing progressively responsible experience in construction management, inspection, office engineering and as resident engineer.
- 5+ years of Inspection experience in bridge, highway and roadway projects, including a background in both field inspection and office engineering.
- Locally administered Federal Aid project experience.
- Strong verbal and written communication skills.
- Ability to read and interpret contract documents and construction plans and specifications.
- Strong time management skills and excellent attention to detail.
- Ability to effectively manage project team members. Must be very organized and have effective problem solving, leadership and negotiation skills.
- Ability to work on multiple projects/deadlines.
- Ability to work in a fast-paced collaborative environment.
- Ability to adaptively manage project and schedule changes.
- Highly organized and motivated self-starter with a demonstrated track record of successfully managing and completing multiple concurrent projects.

- Strong technical reading, writing, and reporting experience related to understanding sampling data and engineering drawings, construction specifications, and technical reports.
