Job Description
Position Summary
Responsible for maintaining custodial duties of Commission offices and dwelling and non-dwelling facilities in a clean and orderly manner. Performs a variety of tasks involving cleaning and maintaining buildings and grounds and performs other related work as required for all managed properties. Contributes to the Commission receiving at least a satisfactory rating concerning HUD agency scoring systems such as Public Housing Assessment System (PHAS) and other future HUD required evaluation systems. The duties listed below illustrate the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position.
Responsibilities
Undertakes and performs all other work-related duties as assigned.
1. Cleans and sanitize office building, bathrooms, hallways, community rooms, laundry facilities and community room kitchens, and vacant units in accordance with Commission standards by performing the following duties:
- Sweeps, scrubs, waxes, and polishes floors using brooms, wet mops, scrapers, and/or heavy powered scrubbers and buffers.
- Cleans rugs and carpeted floors using lightweight and or heavy powered vacuum cleaner, hand sweeper, or shampooer as appropriate.
- Washes and cleans windows, walls, ceiling, and fixtures, using ladders as needed.
- Maintains assigned restrooms in clean, orderly, and sanitary condition. Cleans, disinfects, and deodorizes lavatories, urinals, and toilet bowls. Cleans mirrors, sinks, faucet knobs, and scrubs and cleans enameled and ceramic walls and toilet partitions in restrooms. Keeps toilet paper, towels, and soap dispensers supplied. Mops and sanitizes floors of each assigned restroom.
- Hauls items that are too big for dumpsters to appropriate disposal area.
- May disconnect and clean appliances.
- Empties waste baskets and/or trash containers, and smoking receptacles in and around office, common areas, and vacant units and disposes of trash and refuse in an appropriate manner.
- Dusts, cleans, and/or polishes furniture, desks, and light fixtures.
- May spray/treat for insect and rodent control.
- May assist Contracted Exterminators for access of the properties.
2. May assist in performing preventive maintenance tasks as assigned, such as checking smoke detectors, checking emergency lights, replacing light bulbs, cutting off water to sill cocks, cleaning dryer vents, changing furnace/air-conditioner filters, cleaning guttering, and adjusting exterior light timers.
3. Remove snow and ice from sidewalks, driveways, and entrances of assigned areas; apply salt as necessary. Maintain grounds around outside of buildings to keep free of trash and debris including around dumpster areas. Update and maintain the snow removal and salt log.
4. Mow, trim, landscape at vacant assigned properties.
5. Schedule and assist contractors performing work on property (i.e., pest control, plumbers, etc.)
6. May assist with Performing Uniform Physical Condition Standards (UPCS) inspections on all housing developments to ascertain whether housing units are compliant with HUD specifications and to ensure REAC inspection readiness.
7. Assist Maintenance team with special projects as needed (i.e., power wash sidewalks or building, post hole digging, moving appliances, event setups, etc.)
8. Assist with unit cleanup at move-out and evictions.
9. Assist with wellness checks of tenants.
10. Reports all unusual circumstances such as vandalism, missing light bulbs or fixtures, missing smoke detectors, fire extinguishers to the supervisor.
11. May assist in graffiti removal and/or repainting. May assist with painting of fire lanes, parking dividers, etc.
12. May be asked to distribute notices to residents as needed.
13. Order supplies for cleaning and maintenance of building.
14. Acts as back-up for custodial staff at other properties and trains new custodial staff.
15. May assist in transporting, loading, and unloading of cabinets, counters, appliances, furniture, supplies, materials, etc., as assigned.
16. May assist management/leasing staff with curb appeal functions which may include detailing model units, putting out balloons, banners, a-boards, etc.
17. Maintains Commission-owned materials in a neat and orderly manner at all times. Maintains a neat and organized work area free of clutter and debris. Upon completion of cleaning tasks, all equipment and supplies shall be cleaned and/or stored appropriately.
18. Responsible for completing assigned work orders per established Commission procedures and protocols.
19. Performs emergency and after-hours work as necessary and/or required and in accordance with Commission policies and procedures.
20. Follows all established safety procedures and standards.
21. Maintains a professional image and attitude in keeping with the objectives of the Commission and resident’s welfare.
22. Accountable for consistent adherence to strong Commission standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Commission materials, supplies, resources, and other assets.
Education and Experience
High school diploma or GED and one (1) year of experience in cleaning and maintenance of building and grounds resulting in the ability to fulfill the essential job duties of the position.
Knowledge and Skills
- Good knowledge of custodial techniques, methods, materials, and equipment used in maintaining building equipment and grounds.
- Skilled in use of various building and grounds maintenance tools and equipment as appropriate (lawn mower, edger, buffer, vacuum cleaner, etc.).
- Some knowledge of minor building repair and maintenance of plumbing, heating, cooling, and electrical systems.
- Knowledge of occupational hazards and applicable safety precautions of the assigned work.
- Ability to understand and follow simple instructions.
- Ability to perform moderately strenuous physical activity.
- Basic understanding in operating computer equipment and software systems applicable to the position.
- Ability to establish and maintain effective working relationships with other employees and residents.
