Overview: Plans, organizes, and directs all aspects of the Human Resource function of the hospital; including, but not limited to HR strategies and operations, employee/labor relations, compensation and benefits, management and staff education, regulatory compliance, union contracts, recruitment, retention, employee health, work comp/employee injuries, HRIS; and establishes, administers & provides interpretation of HR policy/procedures and collective bargaining agreements. Senior Management team member working in partnership with all of senior management to achieve the hospital’s mission and goals. Supports and assists with facilitation of all FWD and corporate initiatives.

Qualifications Include:

  1. Demonstrated competence in management and leadership skills.
  2. Knowledge of budgetary practices.
  3. Experience in human resource management.
  4. Effective communication skills: written and orally.
  5. Current knowledge of legislative and regulatory changes relating to healthcare and labor law issues.
  6. Strong interpersonal skills reflecting a positive attitude and commitment to patients, employees, work associates, and the community.
  7. Ability to think “globally”.
  8. Bachelor’s degree or equivalent experience with a minimum of five years’ experience in the healthcare field.

Position Duties and Responsibilities:

  1. Plans and develops an HR program, strategies, and establishes methods for implementation. Directs recruitment, retention, orientation, and training activities to achieve department objectives.
  2. Develops department goals and objectives, and establishes and implements policies and procedures for department operation.
  3. Selects, trains/orients, and assigns department staff. Develops performance standards, evaluates performance, and recommends personnel actions.
  4. Develops and recommends department operating and capital budgets, ensuring adherence to budgetary constraints.
  5. Directs preparation and maintenance of department reports. Prepares periodic reports for senior management as required.
  6. Plans, coordinates, and administers policies relating to all phases of hospital human resources activities.
  7. Ensures that the HR department meets all Joint Commission standards and criteria.
  8. Interprets hospital policies and regulations to employees, ensuring uniform application of employment policies.
  9. Responsible for negotiation of all union contracts.
  10. Initiates and directs surveys related to turnover, wages, benefits, morale, and other HR-related issues.
  11. Investigates causes of disputes and grievances, recommending corrective actions.
  12. Plans and implements a system of record-keeping for personnel files, ensuring accuracy and security of personnel data.
  13. Administers benefit services and other employer-employee programs.
  14. Maintains professional growth and development through seminars, workshops, and professional affiliations.
  15. Participates in hospital meetings as required.
  16. Performs other related duties as assigned or requested.
