Position Objective: Provide services as a Senior Advisor in support of the overall functions of the National Center for Advancing Translational Sciences within the National Institutes of Health (NIH). The purpose of this position is to provide executive experience and deliver advice and support to management and staff, especially the Scientific Director, in support of the execution of the day-to-day operations of the Office of the Scientific Director, Division of Pre-Clinical Innovation, NCATS.

Duties and Responsibilities:

  1. Provide executive experience needed to conduct needs assessments and develop recommendations for improvements of current operations.
  2. Analyze current processes; develop strategies to improve them.
  3. Provide advisory services on a full range of issues relating to administrative management and operational support of the Division.
  4. Provide leadership for and coordinate the overall strategic direction and planning for the program.
  5. Conduct and perform current state assessments; perform gap analysis; target ‘as-is’ state development and formulate the to-be state with associated execution strategy and roadmap project schedules.
  6. Conduct interviews with staff to provide recommendations and options for the appropriate alignment of people, functions, and structure.
  7. Provide analyses, evaluations, technical assessments, feedback and support in the planning and implementation of activities.
  8. Collaborate with staff on program development, contract management, and Institute operations.
  9. Make recommendations on aspects of efficiency and continuous process improvement.
  10. Plan and implement solutions to address gaps and improve performance related to general management practices, management of scientific projects and programs.
  11. Provide recommendations and options for the appropriate alignment of staff, functions, and structure.
  12. Analyze emerging challenge areas and deliver advice to management and staff, especially the Scientific Director, in support of the execution of the day-to-day operations of the Office of the Scientific Director.
  13. Work with the Scientific Director to implement the new NCATS Strategic Plan, including support for the Scientific Director’s development of new policies, procedures, and IT systems to support efficient operations.
  14. Liaise with frontline DPI leadership and staff to ensure that concerns and proposals are elevated to the Scientific Director in a timely and organized manner.
  15. Support the Scientific Director with facilities issues.
  16. Assist the Scientific Director by working with trainees who bring concerns to the attention of the Office of the Scientific Director.
  17. Orchestrate annual workforce planning activities; work with the Scientific Director to prioritize and implement.
  18. Coordinate the Office of the Scientific Director annual budget planning.
  19. Provide strategic management planning and execution, business management, strategic planning, process improvement, metric assessment and measurement, acquisition planning, program management, and governance.
  20. Collaborate with other professionals to develop recommendations for current and future initiatives.
  21. Work with staff to draft Statements of Work (SOWs) and Performance Work Statements (PWSs).
  22. Provide creative counsel on data reporting and formatting.
  23. Provide advice on emerging issues affecting the Institute's research mandate.
  24. Provide advisory services and staff support to executives and senior managers on a full range of issues related to the support of all divisions and centers.
  25. Respond to public inquiries in consultation with staff.
  26. Assist the Scientific Director, DPI leadership, and staff in the coordination of key meetings.
  27. Provide executive-level guidance in support of the work of the Director of Quality and Reporting.
  28. Advise management and staff on formulation of new strategies and sensitive or complicated issues.
  29. Work with staff to build and guide the execution of individual project plans for prioritized initiatives; manage and track the status.
  30. Participate in education activities; provide expert input; advise program staff on the design and implementation of new programs; review research portfolios; identify potential gaps for new research opportunities.
  31. Collaborate with staff on the alignment of any proposed changes to enhance the delivery of services and organizational development within the Institute.
  32. Work with staff to strategize about future budgeting; provide written recommendations concerning strategies for future budgeting.
  33. Work with staff to develop policies for programs, including engagement, informed consent, enrollment, return of results, and sample governance.
  34. Oversee the conception and implementation of current and future strategic directions for all aspects of the project.
  35. Help coordinate DPI HR activities.
  36. Work with AOs to orchestrate the annual workforce planning process.
  37. Work with Branch/Core Directors and the Scientific Director to identify hiring/conversion priorities.
  38. Meet with HR to analyze comparable salaries.
  39. Review memos to ensure consistency, correct grammar, and ensure accuracy of descriptions of scientific accomplishments.
  40. Coordinate review of Promotion requests.
  41. Support T42 recruitment activities.
  42. Help prepare for the Scientific Director Review.
  43. Assist with the orchestration of recognition of staff through awards.
  44. Conduct research and analysis to proactively address and respond to inquiries on various policies and issues.
  45. Prepare and lead presentations about programs to NIH leadership, recruitment venues, and meetings.
  46. Lead and/or attend and participate in working groups, meetings, and conferences.
  47. Develop methods and practices to evaluate the effectiveness of education, outreach, and engagement programs.
  48. Coordinate and advance professional development and research done by others in areas where other mechanisms may not be optimal due to time constraints or other issues.
  49. Participate in audits, training, and site visits as needed.
  50. Review scientific papers, reports, and manuscripts prepared by others prior to submission.
  51. Meet with lab members to present updates.

Basic Qualifications:

  1. Master’s Degree in Miscellaneous Biology or a related field of study.
  2. Licensure in Nursing.
  3. Skilled in Research and Grant experience in a federal biomedical research setting and Senior-level executive leadership in a multi-modal research institution.
  4. Skilled in MS Office and Outlook.

Minimum Qualifications:

  1. Ability to multi-task and pay close attention to detail.
  2. Excellent analytical, organizational, and time management skills.
  3. Strong communication skills, both oral and written.
